Scope of work

The assignment aims to reinforce climate change-gender analysis and capacities of the UN support efforts to Viet Nam, specifically regarding community based climate change adaptation linked to disaster risk management. The aim will be achieved by additional actions linked to two already planned undertakings, as follows:

- Facilitating a national multi-stakeholder workshop and follow-up write-shop for a policy brief on gender and community based disaster risk management, climate change adaption. Specifically the expected outputs of the consultant, are:
- Advise on a separate thematic study on gender, migration and resettlement with UN organisations and Oxfam in Quang Tri Province, to compliment the ongoing “Research and policy dialogue on climate change, migration and resettlement in Viet Nam”. This is to follow-up on recommendations made in the UN & Oxfam Viet Nam Policy discussion paper of 2009 (recommendation 2 and 5).

The consultant is expected to deliver the following outputs:

- Provided technical inputs into the agenda and facilitation of multi-stakeholder lesson learning workshop on gender, DRR and CCA in Viet Nam
- 01 policy brief with recommendations and roadmap to customize the practices of promoting gender equality into the National Programme of CBDRM and NTP-RCC
- 01 finalised research framework on gender, migration and resettlement in the context of climate change, which is built on the on-going research on migration, resettlement and climate change (as Annex 1-A)
- Provided technical inputs into the fieldwork design and finalization of the research report
- 2 presentations of findings in policy meetings between UN organisations, Government officials and CSOs and provide written inputs (maximum 2 times) into follow-up dialogues as required and once agreed during the study planning stage.

Duration and expected places of travel

The international consultant is expected to have one field mission from 1st – 8th November 2011 to work with UNDP and stakeholders in Hanoi.

Methodology/ activities

The international consultant will formulate a work plan in collaboration with UNDP Policy Advisor CC, UNDP Programme Officer, Oxfam and UN Women. The work plan will show, among others, how the work is divided between the international consultant, UN organisations programme staff and Oxfam programme staff; when the international Policy Expert will be present in Viet Nam (one visit) and what will be done from home base; when fieldwork including fieldwork advice will happen, where, how and with which local partners; when UN and Oxfam programme officers will be exposed to the field methodology; when the draft report is written and peer
reviewed; when the draft conclusions and recommendations will be discussed with stakeholders; and when the final report will be completed.

Qualifications, experience and competencies of the international gender & climate change policy expert

- An advanced university degree (Masters or PhD.) in DRM, natural resources management, environmental sciences, crisis prevention and recovery, climate change or related field.
- Proven track record of engaging with international gender & CC policy including UNFCCC negotiations.
- Extensive international publication record on gender and climate change policies.
- Proven track record facilitating research on gender & CC and/or disaster vulnerability.
- Extensive experience with qualitative, participatory research methods.
- Proven knowledge of gender, environmental and livelihood issues in Vietnam will be an advantage.
- Sound knowledge of gender issues and gender policy frameworks in Viet Nam.
- Excellent written and spoken English.
