Asian parliamentarians agree to push for 1% of budget for DRR

The Asian Consultative Meeting for Parliamentarians concluded at the weekend, with an agreement by Asian lawmakers to undertake legislation and other concrete measures towards disaster-resilient development, according to the Inquirer. 'Disasters are opportunities for change. It is a matter of making strategic investments to reduce disaster risks' said the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction, Margareta Wahlström.

“Prevention is cost effective. This has been proven in many countries. In the Philippines, we have a P1.645 trillion budget for next year. It will not be too much to ask that we allocate at least one percent of this in proactive measures that prevent the disaster from happening in the first place rather than spending much more in relief, reconstruction and recovery,” said Senator Loren Legarda, representing the Philippines during the discussions.

“We may never know, there might be more than one percent being spent,” she added.
