Terremoto de Nicoya Costa Rica, 5 de septiembre de 2012: informe de sistematización de las conclusiones de los talleres de lecciones aprendidas

El propósito de este documento es doble: por un lado, consolidar las principales lecciones aprendidas y aquellas que todavía no se han aprendido del terremoto del 5 de septiembre de 2012 en Costa Rica, conocido como el terremoto de Nicoya; por otro, señalar las principales actuaciones que pudieran ser objeto de un proceso de mejora.
Estas lecciones aprendidas o por aprender incluye la necesidad de disponer de una política de planeamiento para enfrentar los desastres. Por ejemplo, concienciar a los funcionarios de las municipalidades sobre la importancia de trabajar en el tema de gestión del riesgo para fomentar la reducción de riesgo como una práctica cotidiana en las estructuras municipales, con énfasis en la incorporación de esta variable en los instrumentos de planificación y idefinición del presupuesto municipal.
El documento se divide en varias secciones para una mejor comprensión. El primer capítulo se refiere al terremoto y a las principales afectaciones. El segundo capítulo está orientado a la respuesta del sector salud, lo sucedido en el Hospital Monseñor Sanabria y el funcionamiento de la red de servicios de salud. El capítulo 3 destaca las principales lecciones aprendidas y el capítulo 4 se centra en aquellas que todavía no se han aprendido. El capítulo 5 recopila las principales recomendaciones señaladas por los participantes en los talleres y el último capítulo, el 6, elige las diez más comentadas de cara al próximo evento.
