Job Purpose:

To develop and manage Concern’s Education Programme in Haiti, incorporating both emergency response and longer term needs, in line with Concern Worldwide organisational strategies.

Main duties & responsibilities:


Programme Development:
• Carry out an education assessment and review the education programme which existed pre-earthquake and re-design country education programme post-earthquake.
• Produce quality programme proposals and budgets in a timely manner for submission to Concern HQ and donors.
• Ensure that the programme is designed to address the following: Participatory methodologies, Disaster Risk Reduction, Community Development, Capacity Building, Equality (with an emphasis on gender and gender-based violence) and HIV&AIDS.
• Ensure that the programme is poverty-focused.
• Ensure that Concern’s Program Participants Protection Policy (P4) and HAP standards and guidelines are adequately implemented

Programme Management:
• Manage the programme successfully ensuring that it is meeting its intended aims and objectives and achieving impact.
• Establish, apply and oversee an effective monitoring and evaluation system in line with Concern policies and tools to measure impact and ensure accountability and efficacy.
• Ensure that development-oriented approaches including participatory development, organisational development, capacity building and sustainable methodologies are adopted in developing and implementing the programme.
• Lead research and advocacy interventions related to the programme at national and international level.
• Promote working in partnership with national and international organizations, (especially IBIS and the MoE) working in the area of education, including the development of capacity building strategies and skills to ensure adequate partner support
• Ensure that quality programme reports are produced and submitted to the ACD Programmes on timely manner.
• Oversee the assessment, support and ongoing monitoring of partners involved in the implementation of the education programme.
• Actively participate in the Concern Haiti team.

Staff Management:
• Recruit, manage and support programme staff ensuring that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each staff.
• Assist in identifying training needs for staff and provide or coordinate the training necessary for the delivery of a high quality Education programme. In particular, build the capacity of staff involved in the programme through the provision of technical support, training and advice.
• Agree clear performance objectives for each programme staff.
• Conduct Performance and Development Review for each programme staff on a timely manner.

Financial management:
• Lead the formation of programme budget in consultation with the finance department.
• Manage the programme budget, including regular monitoring of expenditure against budget, in accordance with Concern financial procedures and guidelines.
• Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.

Networking
• Represent Concern at inter-agency, and coordination meetings pertaining to the Education programme.
• Represent Concern at all national, local and district government coordination meetings.
• Provide comment and analysis on organisational or sector-related documents and position papers and make educational resource materials available for staff.
• Where appropriate, liaise with department managers outside the field of Education.

Monitoring & Evaluation
• Develop a Monitoring and Evaluation plan for the Education Programme.
• Ensure staff are trained in M&E methodologies.
• Ensure M&E is incorporated into all educational programme plans and mechanisms are implemented.
• Within programmes, ensure technical guidelines and Concern educational policies are followed.

Other
• Undertake any other relevant duties as may be assigned by the CD/ACDP or their designate.

Education & Qualifications Required:

Essential: Degree level qualification in Education, Child Rights, Child Development or related topic, and/or
Desirable: Masters Degree in Education or Development

Experience Required:

Essential:
- Fluent French Speaker
- Good working knowledge of English
- At least 3 years overseas experience in implementing Education or Child Rights programmes
- Relevant overseas experience in development at Programme Coordinator/ Management level
- Practical experience of integrating Child Rights in education and development programming
- Experience in Monitoring and Evaluation systems & techniques
- Experience in providing input to education policy
- Experience in advocacy for education related issues.
- Proven track record of working at a senior level with host governments, international donors and academic institutions
-- Excellent verbal and written communication skills
- Good training and facilitation skills

Desirable:
- Work experience in Haiti and/or Haitian Creole
- Experience of undertaking quality research into Education
- Experience of working in a post conflict environment
- Experience in integrating issues of GBV into practical programming
