Following the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up Disaster Risk Reduction (DRR) efforts for building safer and more resilient communities in Haiti together with Haitian Red Cross (HRC) and other relevant stakeholders. The DRR Delegate is responsible for implementing the DRR program activities in an effective and efficient manner under the supervision of Senior DRR Delegate. S/He will provide high-quality oversight and capacity building to the Haitian Red Cross for ARC funded Community Based Disaster Risk Reduction (CBDRR) program in Haiti. The DRR

Delegate 's responsibilities may include but are not limited to:

- Ensure effective implementation the DRR program in a timely fashion according to approved plans and budgets, regulations and policies under the supervision of Sr.DRR Delegate
- Identify, design, implement, monitor and evaluate DRR interventions. This includes providing technical support in assessments of prevailing disaster risks, vulnerabilities, and capacities at local and national levels with Haitian Red Cross and the International Federation of Red Cross and Red Crescent Societies (IFRC).
- Carry out field monitoring and supervision of DRR activities which includes, community awareness, formation of community disaster response teams, development of community action plans, micro-mitigation projects, and community based early warning system, community hurricane centers. Ensure that these activities are implemented as per the project agreement documents.
- Proactively involved in strengthening community based early warning and early action systems in Haiti in close coordination with HRC, IFRC , governmental agencies and other relevant stakeholders.
- Ensure involvement of affected population and consideration of safety, environmental and sustainability matters in the technical design and works on site.
- Collaborate closely with other sectors, such as health, water and sanitation, and shelter, to ensure integrated programming approaches at the field level
- Capacity building: designing and leading trainings, mentoring project staff and monitoring capacity improvements.
- The DRR Delegate will ensure that all these processes are performed in the most transparent, economical and expeditious way in accordance with American Red Cross requirements and in partnership with the Haitian Red Cross.

Specific responsibilities:

Project Implementation

- Ensure that field activities are supported technically, logistically, financially and operationally with all necessary resources.
- Ensure tools and approaches are technically sound.
- Ensure program work plans are in place, reports are timely and accurate, and program interventions are implemented as planned.
- Ensure items are procured on a timely basis to ensure on-time programming and adequate stock levels of goods and resources (includes procuring on HRC behalf as needed).
- Ensure that budgets are adequately managed.
- Ensure core reporting indicators/deliverables are being met.
- Work with HRC counterpart and staff to increase capacity of HRC in program management.
- Conduct trainings with field-based and Haitian Red Cross staff and volunteers on DRR interventions to include but not limited to: Vulnerability and Capacity Assessment, CBDRR, Early Warning System, Emergency Needs Assessment, Community Disaster Response Team (CDRT) technical interventions and models, evaluation methodologies, and volunteer management.
- Ensure technical quality of design and implementation of evaluations.
- Ensure that project M&E tools are used and modified as necessary to meet the needs of the program as well as monitoring goals and objectives of the program.

Planning and Business Development


- In line with ISD's overall strategy and the project design, manage the development and implementation of the DRR project work plans

Gather information on funding opportunities for DRR and related programming from USG institutions and other potential donor organizations.

- Identify and proactively pursue new opportunities for DRR programming growth; participates in country donor scans and assessments.
- Development of concept papers and proposals for DRR programming in Haiti, in line with community priorities, with support from Senior DRR Delegate in Haiti, DRR Technical Advisor, and Program Officer.
- Develop DM/DRR capacity of Haitian Red Cross .
- Build and maintain good relations with the DRR counterparts working with the HRC , IFRC and Participating National Societies (PNS)

Compliance and Reporting

- Ensure the submission of timely sub-recipient monitoring checklists for DRR projects.
- Write and submit quarterly project reports for health projects as well as activity-specific reports such as for survey results.
- Responsible for complying with external donor reporting requirements, as necessary.
- Compile and review semi-annual and annual reports.
- Ensure efficient and effective monitoring (financial and progress) of DRR activities as specified in the programme or project descriptions and their respective budgets.
- Comply with procedures, regulations and policies of the ARC in implementing DRR activities.
- Seeks the guidance of the technical delegates (logistics, finance, HR and compliance delegates) regarding procurement, logistics and financial procedures.
- Participate actively in the delegates and program management meetings
- Ensure that the Sr. DRR Delegate fully informed on operation matters.

Bachelors' degree in social sciences, disaster management, program management, civil engineering or related field is required. Five years of experience in Project Implementation with a Disaster Management /Disaster Risk Reduction sector focus required. At least two years of DRR related programming in a developing country preferred. Must have experience with training and facilitation, CBDRR material and tools development and program monitoring and evaluation. Excellent written and verbal communication skills and the ability to multi-task in a fast paced environment is required. Must be self-motivated, proactive and capable of building and maintaining strong relationships with project partners, including donors, national and international partners. Proven track record of successful grant applications preferred. Fluent Creole and/or French strongly preferred. Willingness to travel in country to project sites at least 30% of time.
