HRF releases first six months progress report

Port-Au-Prince - Today, the Haiti Reconstruction Fund (HRF) Steering Committee released its first Six Month Progress Report, covering activities from June to December 2010. During this time the HRF has allocated a total of US$ 187 million for reconstruction activities, making it the largest source of flexible finance to rebuild Haiti's infrastructure and economy after last year's devastating earthquake.

In a joint statement, the HRF donors highlighted that, Strategic finance has  been provided to support the operation of the Government, provide housing and  restore neighborhoods, manage debris, enhance education, assist small and medium-enterprises, mitigate disaster risks, and promote development in the southern part of the country.

As of February 2011, 18 donors have committed $329 million to the Fund of which $282 million has been received. Twenty-three percent of all reconstruction finance mobilized for Haiti in 2010 was channeled through the HRF.

The recovery process needs to be shaped by the highest degree of coordination, transparency and collaboration between the Haitian people, their Government and the international community, said Haitian Prime Minister Jean-Max Bellerive, who requested that the HRF be established.

The HRF is a partnership between the international community and the Government of Haiti. It mobilizes, coordinates and allocates financial contributions from international donors to fund high-priority reconstruction projects and provide budget support. Priorities are determined by the Government of Haiti through its Interim Haiti Recovery Commission (IHRC).

The HRF was conceived as a low-cost mechanism for financing the country's reconstruction. Less than 2 percent of committed resources are being used to cover administrative and management costs. Furthermore, the HRF can approve fast track financing for small projects of up to $1 million in one week and larger amounts in as little as two weeks after receiving a request from the
IHRC. The HRF has a planned lifespan of at least seven years and will continue to support the reconstruction through December 2017.
