Background information

Purpose

To guide and assist Plan Pakistan and partners to implement the ongoing flood response programme, build capacity of local staff in timely and effective response, raise awareness and mainstream disaster risk reduction effectively in all components of the programmes.

Duties and responsibilities

- Implement the ongoing flood response programme of Plan Pakistan in southern Punjab and Sindh
- Identify the programme's strengths and weaknesses and develop and monitor ongoing programme implementation
- Engage in capacity building and provide tools for Plan staff and partners to more effectively mainstream and monitor child centered DRR in programming
- To liaison and coordinate Plan’s flood response efforts with the national disaster risk management strategy of the government including international/national organizations at all levels
- Provide guidance and direction to staff in implementation of the programme
- Provide support in budget implementation with its partners
- Facilitate learning and exchange on flood response, including its documentation
- Provide timely reports to its donors and relevant stakeholders
- Streamline the flood response activities and mainstreaming DRR into all activities
- Provide technical support to Plan and partners for planning, implementing and monitoring the strategy, as needed
- Take an active role in networking/lobbying with the national and local government partners, as well as other international and national organisation within the sector, attending network meetings, workshops and share experiences and information
- Provide overall guidance to Plan Pakistan in implementing the flood response as per developed strategy and to ensure mainstreaming of DRR within programming with special focus on children/ youth, linking with national initiatives and networks around disaster risk management

Qualifications

- Ability to learn and listen to new ideas, as well as to stimulate and influence others
- Excellent managerial skills including planning, implementing and monitoring
- Good analytical skills with proven experience from research and planning
- Able to organise workshops and conduct training in an interactive and effective manner
- Strong verbal communication and writing skills in English
- Computer proficiency (MS Word, Excel, MS project, Primavera)
- University degree in Social Sciences, education or other related technical field
- High level of experience in working in the humanitarian sector, specifically on disaster recovery/ rehabilitation and risk reduction programmes would be very advantageous
- Experience in conducting training and workshops
- Experience in developing policy/strategic documents and quality report writing
