In response to the January 12 earthquake in Haiti, the American Red Cross seeks an experienced Operations Management Delegate to develop and carry out the objectives of the American Red Cross relief, recovery and mitigation framework in Haiti.

Responsibilities

The Operations Management Delegate will oversee the day-to-day operations of the Haiti recovery. They will oversee administrative, procurement /logistical, and IT & communications. The Operations Management Delegate will supervise office staff in Haiti as appropriate. She/He reports directly to the American Red Cross Country Representative for Haiti. The Operations Management Delegate will be expected to use a high degree of initiative and contribute to achieving objectives within Haiti, and specifically take the overall coordination and leadership on objectives related to logistics and procurement, administration and IT.

Specific responsibilities include:

• Supervise and provide support to the office staff in Haiti
• Establish clear standard operating procedures for the Haiti Delegation, in accordance with ARC and Red Cross/Red Crescent Movement policies. This includes strengthening existing policies and developing new ones as required
• Ensure compliance by all staff with ARC Administrative policies and procedures
• Train and build the capacity of national staff in administration, office management.
• Maintain regular contact with and ensure compliance with all ARC, IFRC, Haiti Red Cross and Government of Haiti laws, rules and regulation.
• Establish effective systems for contracts, procurement, logistics etc.
• Ensure that contracts management system is developed, in place and complied with and undertake random monitoring to ensure compliance.
• Ensure that appropriate and detailed IT policies are in place known and followed by all staff.
• Ensure that ARC IT stays current and able to support overall program in most appropriate manner, including developing IT support ( i.e. hardware and software) applications for ARC program and operations staff, which result in more efficient and effective use of information and documentation
• Supervise & provide support to obtain license software from NHQ.
• Ensure that all reports, documentation and other information, related to operations are prepared in a timely and appropriate manner as required for submission to relevant colleagues.
• Provide input and feedback to ARC documentation and reports.
• Coordinate with Finance on internal and external audits as well as management budget development and reviews
• Attend regular IFRC operations and other meetings to present ARC issues and report back on what was discussed.
• Carry out other activities/ responsibilities as assigned.
• Ensure security of all premises and assets of the organization.

Qualifications

Bachelors degree in business, management, public administration or related field required, masters degree preferred. Minimum of five years relevant experience and one year management experience required. Field experience internationally in contracting or administering humanitarian programs in emergency and non-emergency setting strongly preferred as is familiarity with the Red Cross Movement. Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred. Must be flexible and adaptive to change, computer proficient, especially in MS Office and fluent in English. Fluency in French or Creole strongly preferred.
