Description

Most of the Small Island Developing States (SIDS) are both economically and environmentally vulnerable to disasters due to their insularity, their susceptibility to natural disasters, limited diversification of markets and restricted access to external capital.
Risk financing mechanisms, such as risk transfer, are powerful tools for increasing financial resilience for islands.

This session aims to bring islands states and territories together to discuss, share experiences and lessons learnt on which mechanisms are available, and on those can be implemented. The session will also discuss the advantages and disadvantages of the different options.

• Share experiences and lesson learnt on risk financing mechanisms
• Discuss different options for risk transfer
• Understand mechanisms and pathways for implementation

Expected Outcomes

Countries learn from each other’s experiences and have an improved awareness and understanding on risk financing mechanisms

Agenda

Preliminary agenda for the meeting : • Introduction by the Chair (5 minutes) • Introduction of the ISLAND project (Christophe Legrand IOC) (presentation, 15 minutes) • Short presentation on the main features of existing and forthcoming risk transfer schemes in the Pacific, the Caribbean and the Indian Ocean (GFDRR) (presentation, 10 minutes) • Utilization of risk evaluation for corrective and prospective activities, including the role of the private sector in ensuring business continuity (UNISDR) (presentation, 15 minutes) • Advantages and difficulties for concerned governments of establishing regional financial risk transfer systems (C. Legrand/P. Boullé-IOC questions for the audience) (plenary discussion, 60 minutes) • Main lessons to be learned with regard to public disaster risk reduction policies ( to be announced(presentation, 10 minutes) • Conclusion by the Chair (5 minutes) Rapporteur : Andrianaivo Rakotomanana (Madagascar)
