Normative frameworks are an integral part of disaster risk management. A review of countries’ reports submitted to the Hyogo Framework for Action (HFA) confirms a steady increase in legislation following the adoption of the HFA. However, most of the new legislation continues to have a pronounced focus on disaster management rather than on prevention and the reduction of risk. It also appears that whereas disaster management is regulated by law, disaster risk management – if at all – is mainly regulated through policies.
Moreover, there is evidence that the adoption of legislation and other regulatory instruments does not always translate into effective action to reduce disasters and disaster risk. Reportedly, gaps and challenges concern the definition of clear responsibilities across public and private actors, and the establishment of effective accountability mechanisms, and coordination frameworks.

As countries move toward the further development of normative frameworks to manage disaster risk, and plan for a more sustainable development at national, sub-national and international levels, this event will provide the opportunity to compare experience and identify possible solutions to common challenges.

Expected Outcomes

The event will aim to identify critical issues, good practices, challenges and opportunities for the further development of countries’ normative frameworks to manage disaster risk.
