IGNITE Stage: Applying DRR to insecure and conflict contexts

Description

Can we minimise the impact of DRR on the causes/fuel of conflict (‘making DRR conflict-sensitive’) whilst insulating conflict operations from external shocks (‘hazard-proofing conflict programming’)?
Can we integrate DRR with conflict programming to maximise aid impact, enlarging the arsenal of tools to counter the impact of insecurity on those most vulnerable?
