Recent disasters have shown that prisons and prisoners are particularly vulnerable in facing natural hazards. Nevertheless disaster risk reduction policies seldom consider the high vulnerability and limited capacities of prisoners as well as the particular and isolated context of prisons. This presentation provides unique empirical data collected in France.
