This Congress is held under the premise of an international platform for mayors, policy makers and experts to share knowledge and experiences in the joint pursuit of public policies development, government actions and solutions to protect, preserve and manage World Heritage Cities, and in this opportunity to promote discussion on the challenges posed by risks they face - be they of natural or man-made origin - to which they are particularly vulnerable.

Understanding these challenges and the intrinsic knowledge embodied by each World Heritage City is crucial to ensure its conservation and the quality of life for its inhabitants. Cross-cutting and all-encompassing governance approaches at the local and regional, public and private levels are necessary to efficiently manage change.

The 2015 World Congress in Arequipa will give OWHC member cities a central role in the scientific content. It is on their project presentations that the core of the scientific sessions will be based and discussions and exchanges shall be developed.

The Congress will address the following issues:

  • Understanding resilience and assessing vulnerabilities;
  • Tools and mechanisms to achieve resilience;
  • Enhancing resilience through learning and knowledge-sharing;
  • Enhancing resilience through governance structures and civil society action.

At the end of the Congress, participants will not only have a broader understanding of the concept of urban resilience but also a better overview of the tools and mechanisms to enhance it within their own city. The ultimate goal is to support exchanges among members of the OWHC in order to increase their awareness and knowledge of experiences worldwide in managing a World Heritage City.
