Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Statement of Intent

ADPC is looking for a suitable candidate for the Technical Lead, Resilient Recovery position based in ADPC's head office in Bangkok, Thailand, with possible extended deployment to program countries as needed.

Under the overall guidance and supervision of the Director, PRR, the Technical Lead, Resilient Recovery will lead the implementation of identified programs of the Preparedness for Response and Recovery (PRR) Department of ADPC. The Technical Lead, Resilient Recovery, is responsible for designing, managing, and guiding the implementation of identified programs in the PRR Department through meticulous planning, review, and strong leadership.

Core responsibility areas include strategic planning, program design and development, implementation, integrated knowledge management, partner relations and coordination, finance, and budget compliance, monitoring and evaluation, staff supervision, and program reporting. In addition, he/she will ensure that programs are implemented in line with ADPC’s strategy, meet the needs of beneficiaries, and are implemented to the highest standards, on time, and within budget.

Duties and Responsibilities

Technical and Program Management

  • Provide strategic inputs in design and development of programs for PRR Department in expanding its portfolio, specifically under the resilient recovery theme of ADPC
  • Lead planning and implementation of assigned programs
  • Develop technical guidelines, tools, procedures and protocols related to resilient recovery including, Post Disaster Damage and Needs Assessments (PDNA)
  • Manage and supervise program staff for smooth implementation in line with program plans/strategies
  • Develop and promote regional corporation and national partnerships with international organizations, government institutions, local organizations, professional associations, academic and training institutions, and the private sector, among others
  • Draft regular progress reports and updates to be submitted to the donor agencies and partners
  • Formulate and develop new proposals and search for funding opportunities, avenues, and partnerships to mobilize resources

Research, and Knowledge Management

  • Provide strategic inputs in research and knowledge management functions of the assigned programs
  • Guide the design, production, and dissemination of knowledge products such as process documents, fact sheets, brochures, project overviews, multimedia products (audios and videos), success stories/ impact stories, and other related materials.
  • Guide the preparation and production of content for monthly electronic newsletters, including carefully curated articles and preparation and production of briefing materials on the programs as needed/requested.
  • Guide the development of background documents and toolkits to support advocacy, communication outreach, including social media toolkits for the assigned programs.
  • Guide stakeholder outreach by planning and writing content for media, social media, and events.

Finance and Budget Management

  • Work closely with Finance, Human Resource, and Administration departments and other program team members according to ADPC institutional policies and guidelines for carrying out activities under the assigned programs.
  • Guide country program teams in drafting project and activity budgets following the overall budgets of assigned programs
  • Manage project financial management, including monitoring of project budgets and reporting of monthly financial statements and reconciliation of assigned programs
  • Guide timely submission of liquidation reports by the project countries, partners, and the project staff.

Monitoring and Evaluation

  • Close collaboration with M&E Lead, guide the M&E focal point/s for the assigned programs ensuring all information and data/statistics are collected, updated, maintained, and shared through regular progress reports, program performance monitoring sheets, and donor reporting, including the development of data collection tools and templates.
  • Manage and guide the program management team to monitor the performance targets against the agreed M&E plans and work plans and report the progress on time.
  • Supervise and guide the drafting and editing of technical reports, special reports, and other related program documents.

Staff Management and Supervision

  • Provide guidance and set a clear direction for the program teams according to established program strategies, goals, and objectives of identified programs
  • Provide regular constructive feedback to inspire, motivate and guide program teams through individual dialogues, team meetings, and established organizational performance assessment mechanisms to improve individual professional performance and enhance team collaboration in achieving a common goal and objectives
  • Support professional capacity building of staff and contribute to staff professional growth and development in the organization.
  • Design and develop new interventions and program areas to expand preparedness for response and resilient recovery thematic areas of ADPC.
  • Contribute to PRR strategies, programs, and overall work plans, and annual budgeting processes

Qualifications

Education

  • MSc in Engineering, Planning, Disaster Management, Environmental Sciences, or any other related fields with working experience in the Asia-Pacific region is essential. PhD in a related field would be an added advantage.

Work Experience

  • At least 10 years of proven experience in project management and implementation
  • Familiarity and at least 5 years of experience in working with government agencies
  • Previous experience in working with Humanitarian NGOs or international organizations
  • Knowledge of the working ethics of national or state government agencies, International NGOs, National NGOs, private organizations and international organizations would prove to be an added advantage.

Languages

  • English is the working language of ADPC. For the post advertised, fluency in English is required. Knowledge of another national or regional language is an advantage.

Reporting and Relationships

In performing the duties and responsibilities indicated above, the Technical Lead, Resilient Recovery will be supervised by the Director, Preparedness for Response and Recovery Department of ADPC.

The Technical Lead, Resilient Recovery will be directly reporting to the Director and work closely with other Project/Program Leads, Project Coordinators, and consultants of ADPC.
