Purpose and Objectives:

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization that works to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific.

SERVIR-Mekong is one of the five hubs under SERVIR—a joint development initiative of the United States Agency for International Development (USAID) and National Aeronautics and Space Administration (NASA). SERVIR-Mekong has been implemented by the Asian Disaster Preparedness Center (ADPC), Thailand, since 2014. SERVIR-Mekong uses geospatial data to enhance climate change adaptation and help address the regional challenge of managing shared natural resources.

One of the means for SERVIR-Mekong to ensure that the data and models developed will reach users is to turn the data and models into user-friendly tools such as web-based and mobile applications. SERVIR-Mekong seeks qualified individuals or firms to help us develop those web-based and mobile applications for air quality monitoring and landslide monitoring.

Expected Outputs:

The following outputs are expected from the assignment:

  1. A web-based application for landslide monitoring
  2. A mobile application for air quality monitoring

Responsibilities and Tasks:

  1. Lead the front- and back-end development of geospatial web portals and mobile applications.
  2. Provide support on code versioning along with code maintenance especially in the GitHub.
  3. Troubleshoot bugs and errors during the product development and maintenance life cycles.
  4. Develop data ingestion and processing pipelines for various remote sensing products.
  5. Design UI/UX for spatial web and mobile applications.

Working Principles:

The consultant will report to the ADPC SERVIR-Mekong service leads. The contract will be managed by the Geospatial Information Department of ADPC.

Qualifications:

The consultant is expected to possess the following qualifications.

  • Master’s Degree in Computer Science, Remote Sensing, Geo-informatics or related field
  • At least 2 years of professional experience in GIS web and mobile app development
  • Familiarity and ability to build web mapping and mobile applications using multiple web frameworks such as Django, Tethys, Node.js (Express).
  • Proficiency in Python, JavaScript, HTML, jQuery, Ajax, Angularjs and CSS.
  • Familiarity with an open source server for sharing geospatial data such Geoserver or Thredds server
  • Spatial Analysis Exposure to GIS/RS packages in techniques to manipulate, extract, locate and analyze geographic data. Knowledge of GIS Analysis, GIS Modeling, Data Integration & Conversion, Data Analysis, Geocoding, Geomatics is essential.
  • Ability to set up a time-based job scheduler or cron job in Unix computer operating systems
  • Able to design and develop UI/UX for geospatial web and mobile applications
  • Creative skills and good at designing and understanding of both typography and color theory
  • Understanding of the basics of optical and radar satellite remote sensing and GIS
  • Familiarity with Google cloud storage and computing technologies
  • Familiarity with Google Earth Engine
  • Familiarity with NetCDF file format in geospatial web and mobile application
  • Knowledge of relational database models such as PostgreSQL and MySQL
  • Professional experience in the Lower Mekong region desired

Duration:

Starting on 1 June 2022, the duration of this assignment will be 2 months

Condition of payment:

Payment will be made based on completion of outputs, as per the payment schedule agreed by the consultant and ADPC.
