The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, and health. 

ADPC currently cooperates with Thailand’s Department of Climate Change and Environment (DCCE) on a Green Climate Fund (GCF) Readiness project, entitled “Enhancing Thailand’s Capacity for Climate Adaptation through Risk-informed Anticipatory Actions to Flood and Drought,” until July 2027. The project aims to support Thailand, specifically the Department of Disaster Prevention and Mitigation and the Department of Public Works and Town & Country Planning, to strengthen the ability to anticipate and respond to climate-induced disasters. It focuses on improving disaster risk management through enhanced early warning systems, anticipatory action planning, and climate resilience financing mechanisms.

In addition, ADPC also works with the Thai Network for Disaster Resilience (TNDR) to implement a project funded by the Rockefeller Foundation to support the Bangkok Metropolitan Administration (BMA) in understanding the city’s heat risk and developing means for the communities to adapt to and prepare for the risk. 

ADPC seeks a qualified candidate to provide subject-matter expertise and substantial input to the project’s emergency preparedness related activities.  

Responsibilities and tasks

  • Substantially contribute to the assessment of the current capacity of relevant key national and local stakeholders related to emergency preparedness, anticipatory action, and early warning system.
  • Develop a capacity development plan tailored to the needs of each national stakeholder, with an aim of implementing anticipatory actions for adapting to climate change.
  • Lead, in cooperation with other team members, the analysis of existing frameworks for inter-agency collaboration in climate data and early warning information sharing and applications; Identify barriers to effective collaboration and propose collaboration and formal cooperation mechanisms to overcome the barriers.
  • Contribute to the comprehensive review of Thailand’s current climate surveillance systems and early warning mechanisms as well as the recommendations for upgrading the systems and mechanisms.
  • Lead the development of case studies on emergency preparedness and anticipatory action in Thailand.
  • Lead the pre-feasibility studies of the possible projects, focusing on the area of emergency preparedness, in consultation with the other experts in the team.
  • Deliver training sessions on emergency preparedness to the project team and the external stakeholders.
  • Substantially contribute to the development of possible GCF project pipeline and concept notes.
  • Take part in project workshops and events, delivery of sessions/discussions, and event reporting.
  • Collaborate with the project’s GEDSI Specialist.
  • Review Bangkok Metropolitan Administration (BMA)’s community-based disaster risk management-related framework, initiatives, and approaches, in coordination with TNDR and BMA.
  • Take part in the engagement of community leaders, authorities, and the community members to understand the process for developing community-level preventive and response plans for heat and floods in Bangkok.
  • Provide technical input in the development of BMA’s heat-health policies and action plans.
  • Join project team meetings.
  • Contribute to project reports, including the lessons-learned report.
  • Provide inputs on the design, development, and dissemination of communications materials.

Specific outputs

  • Sections of the report on the current capacity, gaps, and needs of relevant key national and local stakeholders;
  • Capacity development plans tailored to the needs of Department of Disaster Prevention and Mitigation (DDPM) and Department of Public Works and Town & Country Planning (DPT), with an aim of implementing anticipatory actions for adapting to climate change;
  • Report on the analysis of existing frameworks for inter-agency collaboration in climate data and early warning information sharing and applications and the proposed means to improve them;
  • Case studies on emergency preparedness and anticipatory action in Thailand;
  • Sections of the report on the pre-feasibility studies of the possible projects, focusing on the area of emergency preparedness;
  • Sections of the project pipeline document and the GCF project concept note.

Working principles

The Consultant will report to ADPC’s Project Manager of the Enhancing Thailand’s Capacity for Climate Adaptation through Risk-informed Anticipatory Actions to Flood and Drought project, while working closely with other team members of the project as well as external partners.

Qualifications

The Consultant is expected to possess the following qualifications.

  • Minimum 7 years of experience in developing and managing emergency preparedness and response plans.
  • Strong expertise in DRR and resilience-building; Experience in integrating these strategies into national and local preparedness plans and their application to climate adaptation and resilience efforts in Thailand.
  • Demonstrated experience in assessing the capacity/needs of and engaging with communities and local governments in climate and disaster resilience building.
  • At least a Master’s degree in disaster management, climate change, engineering, or relevant fields of study.
  • Demonstrated experience engaging with Thai Government agencies will be considered favorably.
  • Fluency in Thai (reading, writing, and speaking) will be considered favorably.
  • Strong English communication skill is required.
  • Proven experience of working in a diverse and multicultural environment is preferred.
  • Proven ability to work with tight deadlines and flexibility is preferred.
  • Strong interpersonal skills are desirable.

Duty Station: Home-based with occasionally meetings at ADPC Office in Bangkok and at stakeholders’ locations

Duration:  The duration of this assignment will be from February 2026 – June 2027

Itinerary: Official travel may be required; all work-related travel costs will be covered by ADPC such as economy class flight ticket, land transportation, DSA and other related costs as applicable as per the ADPC policies.

Condition of payment: The consultant will be paid on daily basis and the consultant must submit time sheets monthly.
