Development of comprehensive sector-specific multi-hazard disaster risk assessment and disaster preparedness and response guidelines for agriculture and health sectors

ADPC is currently implementing a program, namely “Strengthening Institutional Capacity and Preparedness for Emergency Response in Ethiopia (SIPERE) with financial support from the Bill and Melinda Gates Foundation (the foundation). The program aims to improve the institutional capacity of the Ethiopian Disaster Risk Management Commission (EDRMC) and key sector ministries including Ministry of Agriculture (MoA) and Ministry of Health (MoH) to prepare for, response to, and recover from disasters.

The EDRMC is mandated to lead disaster risk management (DRM) in the country. The mainstreaming of DRM into development sector ministries’ planning and programming is considered to be one of the key strategies of the DRM policy to achieve the building of a disaster resilient community in Ethiopia.

Efforts have been in place to mainstream DRM into sectors including the stipulated and updated DRM policy, Strategic Program Investment Framework (SPIF), and woreda disaster risk profiling. EDRMC also developed a mainstreaming guideline to help sector ministries to play their leadership roles of preparedness, response and manage disaster risks related to their sectoral mandate.

However, one significant constraint is the absence of legal enforcement mechanism and clear guidelines indicating the level of accountability to guide sector-based risk assessments and the use of data derived from them. Therefore, under the reform that EDRMC is undertaking, including a policy and institutional reform, it requires risk-informed planning into sectoral development process. One of the findings from the theory of change in the policy reform exercise is to come up with strengthened sectoral mainstreaming guidelines.

Purpose and Objectives:

This assignment is to support the implementation of priority Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) actions through mainstreaming of DRM into the development planning of health and agriculture sectors. The tools developed will be used by the MoA and MoH with a focus on sector-based risk assessment and DRM planning. The technical tools will be contextualized as a reference for other concerned ministries.

The consultant will engage in developing two comprehensive documents, one for MoA and one for MoH with the following details:

3. To promote risk-informed planning and decision-making in the agriculture and health sectors.

Expected Outputs:

• An inception report with the detailed framework for each document, processes to be followed, and clear timelines.
• Presentation of the semi-final documents on a multi-stakeholder consultative workshop, documentation of the workshop outcome, and incorporating inputs to produce the final document.
• Ready to print files of a specific guidelines for agriculture sector with 10 digitally printed copies.
• Ready to print files of a specific guidelines for health sector with 10 digitally printed copies.
• All relevant reference materials/ documents referred for this assignment.

Responsibilities and Tasks:

Cognizant of the existing multi-sectoral disaster risk profile studies made, the main tasks are to develop sector-specific risk assessment tools, facilitator guide for conducting multi-hazard risk assessments and multi-hazard DRM guidelines in the agriculture and health sector. The consultant will develop 2 comprehensive documents, one for MoA and one for MoH. The documents will be developed in consultation with the EDRMC, MoA, and MoH.

Specific tasks include:

1. Conduct a desk review to understand DRM policies, risk assessments, woreda risk profiles, sectoral policies, and planning cycles of MoA and MoH, and identify entry points for DRM and CCA mainstreaming.
2. Carry out consultations with relevant sector ministries and refine key principles, approaches, tools, and methods, and agree on expected content/outline of the risk assessment tools and disaster preparedness guidelines.
3. Prepare an inception report with a detailed framework for each document, processes to be followed, and clear timelines.
4. Develop draft documents for review by EDRMC, MoA, MoH, and ADPC.
5. Present the final documents at a stakeholder consultative workshop for validation of the risk assessment tools and disaster preparedness guidelines.
6. Submit final documents in a ready-to-print format.

Working Principles:

In performing the duties and responsibilities indicated above, the consultant will be supervised by the Program Manager, ADPC, and work in close coordination with EDRMC, MoA, and MoH in Ethiopia.

Qualifications and Experience:

The consultant should have the following qualifications and experience:

• Team lead and team members to be post-graduate in social science, disaster risk management, development studies, program planning, agriculture, health, and nutrition, or other relevant fields;
• The consultancy team should involve individuals with DRM, agriculture, health, Planning, and gender professional background;
• Proven experiences in similar nature of work (development of manuals, guidelines, program design, M&E, etc.);
• Excellent articulation ability;
• Practical knowledge of disaster risk management, socio-economic, policies, practices, research, and development context in Ethiopia, Horn of Africa, and other regions;
• Fluent in English and Amharic (both oral and written) and able to write clearly and concisely;
• Proven experience in multi-hazard, multi-sectoral and multi-disciplinary approaches to DRM/CCA manual and development, delivery, and course design;
• Experience in government capacity building and working with government structural systems.
