Job context:

The overall objective of the project is to contribute to reducing the vulnerability of South Asian populations living in areas most affected by natural disasters, by increasing the awareness and the response capacities of local communities to potential and frequent natural disasters and to reduce the effects on the most vulnerable.

The specific objective of the project is for enhanced inclusive community based disaster risk management practices at community level in South Asia to serve to advocate at national and regional levels for inclusive disaster risk management.

The project has a duration of 18 months and is funded by DIPECHO and co-funded by Handicap International. Drawing on Handicap International’s experience in Bangladesh, India and Nepal in the area of Disaster Risk Reduction, this action proposes to develop a regional dynamic throughout 5 countries of the South Asia region (Afghanistan, Bangladesh, India, Nepal and Sri Lanka).

Job description:

Based in Dhaka, Bangladesh you will be managed by the Regional Project Coordinator. You will coordinate with the programme project Managers in Afghanistan, Bangladesh, India, Nepal and Sri Lanka and be travelling 50% of your working time. You will carry out frequent missions to Bangladesh, Nepal, India and to a lesser extent in Afghanistan and Sri Lanka.

Challenges and goals:

You will assist the Regional Project Coordinator with a main focus on communication and monitoring and evaluation. The main stake of the position is to put the regional project approach (“local to regional” and “regional to local”) in place and make it effective, by contributing to sustainably develop the project outcomes towards a regional strategy on Disater Risk Management.


You will be responsible for:

Supervising the implementation of regional monitoring and evaluation: - Ensuring the quality of project monitoring and evaluation at regional and programme level through frequent field visits and reviewing of Handicap International’s Programming Monitoring & Evaluation (PME) tool. -Working towards improving and harmonising reporting tools and beneficiary data collection. - Closely following project work plan and ensuring that activities are on track. - Assisting the Project Coordinator in ensuring the planning, implementation, monitoring, follow up and reporting of the project activity.

Overall regional coordination:

- Facilitating quarterly field coordination meetings for Regional Project and Technical Coordinators.
- Coordinating between various teams within the project, aligning timelines, requirements and resources, on a day-to-day basis.
- Providing support to the project team in organization of workshops, trainings, and meetings etc. including: organize venues; contact participants and follow up.
- Through coordination with country project teams you will ensure the timely submission of drafts and reports and centralisation at regional level.

Ensuring the regional communication:
- Working with regional team on communication strategy.
- Creating necessary communication tools for regional exposure such as fact sheets, project brochure, etc.
-  Coordinating regional communication strategy with programme communication plans.
-  Regularly writing about the project for HI internal and external communication.
- Providing support to the national teams on the topic. -  Preparing internal and contributing to the preparation of donor reports as required by line manager.

Candidate profile:

- A University degree level in Disaster Management, Disaster Risk Reduction & Disability related studies, Development studies or any other discipline relevant to the post.
- At least 2 years experience in Disaster Risk Management or Disaster/ Emergency response at national or international level. 
- At least 2 years of professional experience in at least 1 or 2 of the countries of the project. 
- Experience in project monitoring and evaluation as per Project Cycle Management and Logframe approach.
- Excellent interpersonal and communication skills: ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect.
- Demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks.

Required language skills:

Fluency in English (both written and oral) and fluency in at least one of the other languages on the project (Hindi, Bangla, Nepali, etc...)
