Statement of Voluntary Commitments of the Children, Youth and Child-centered Organizations in Asia for the 6th Asian Ministerial Conference for Disaster Risk Reduction.

Description

The Children, Youth and Child-centered Organizations commit to promoting the inclusion of children and youth in DRR and development processes. The group shall work with governments and partners at regional and national levels to provide support in the development of frameworks, tools, guidance and appropriate materials to advance the inclusion and meaningful participation of children and youth in DRR and CCA in both urban and rural contexts, and in the area comprehensive school safety.
The five areas of commitments are: 1) expanding programs and areas for implementing child and youth-centered DRR and CCA; 2) dissemination of research and hosting of events and advocating with governments for the inclusion and meaningful participation of children and youth in DRR and policy development, planning, implementation, monitoring and evaluation processes; 3) creating a space at the regional level for discussion and sharing of technical resources, good practices/lessons learned and model policies on safe schools to minimize the impacts of disasters to children's education; 4) coordinating and promoting the adoption, development and implementation of the Comprehensive School Safety Framework (CSSF).

Targets

Target 1: Child/youth centered/focused disaster and climate risk assessment methodology and tools are provided to governments and partners

Target 2: Increased events, research, and active participation of children and youth in development and DRR

Target 3: Governments and key stakeholders have a common tool set and templates, for undertaking the three pillars of the Comprehensive School Safety

Target 4: Quantitative increase of governments in Asia Pacific, particularly the Ministry of Education, adopting the Comprehensive School Safety Framework

Indicators

• Cooperation with regional bodies, e.g. SAARC on child-centered DRR forged
• Child/youth centered/focused disaster and climate risk assessments methodology and tools developed, refined, and finalized
• Number of events/workshops and research to influence governments to institutionalize inclusion and participation of children in DRR, both in rural and urban contexts
• Increased meaningful participation of children and youth in regional, national, and sub-national DRR events/activities
• Aligned approach to school safety
• Guidelines and common tools for CSSF available in the region
• Support provided to governments in undertaking comprehensive school safety

Means of verification

• Consolidated reports shared by members at the UNISDR IAP
• Cases on good practices
• Developed common tools, template, guidance; consensus-based messages for school safety
