Lack of regulation limits Bangladesh's functional capacity

The Bangladesh government acknowledges that the country has no provision of risk sensitive policies for land zoning and the regulation of private real estate development.

As a consequence, there is a high temptation by developers to bypass steps of the approval process and limited public sector capacity to properly assess disaster risks. In this sense, the lack of adequate regulation increases the amount of poorly regulated developments, which directly affects public authorities, infrastructure users and private households.
