Rationale for a post-2015 framework for disaster risk reduction: evidence from the Global Assessment Report 2009, 2011 and 2013

This guide aims to provide the context of the need for a post-2015 framework for disaster risk reduction (DRR). It builds on evidence of three Global Assessment Reports (GARs), explaining progress made on the Hyogo Framework for Action’s (HFA) implementation so far and highlighting gaps and challenges. This document is compiled by the PreventionWeb team based on the original GARs published by UNISDR in 2009, 2011 and 2013.
