This discussion paper from ActionAid presents a human rights based approach to resilience, which centers around poor and excluded people and tackles the underlying causes of their vulnerability to ensure that they have assets and a secured access to natural resources.

The paper is comprised of four sections: (i) the first section presents the background of the discussion, including definitions of resilience, risk, and vulnerability; (ii) section two outlines three factors which contribute to vulnerability; (iii) section three presents the human rights based approach to resilience along with three key areas of action; (iv) and section four outlines the most important factors of resilience work.
