improve capacities of the Civil Defence Authority to mitigate against and respond to impacts of climate change, natural and man made disasters to safeguard MDG achievements and reduce vulnerabilities. The plan focuses on enhancing the policy and disaster management planning and implementation, setting up of an appropriate coordination mechanism for disaster migration and response that will be linked with key actors, enhance the disaster management information base and raise awareness levels among the decision makers, school children and the public at large.
UNDP provide support to the Government of Yemen in its exerted efforts to successfully respond to the scale of vulnerability and recurrent localized disasters, which include earthquakes, floods, droughts and various epidemics through disaster mitigation, disaster response and recovery. This will be achieved through the following outputs:
• Establishing the necessary institutions (Disaster Management Unit / National Emergency Operations Center) with clear structure and functional procedures for disaster planning, management and prevention
• Formulating and implementing a Disaster Management national contingency plan
• Establishing a Disaster Management Information System (DMIS) Database
• Establishing a Disaster Management Communication System
• Building the national staff capacity at the central and governorate levels in disaster planning, preparedness, management, mitigation, emergency response and recovery
The DRMU of the UNDP and CDA in partnership with national and international civil society groups has been building local administrations and communities capacities which will help their full integration of risk and disaster management cycle.
1. For geological hazards; the SVOC.
2. For desert locust attacks, the National Desert locust Combating Center
3. RSC, under the supervision of the Ministry of Communications and Information Technology.
4. Climate and meteorological hazards, the EPA.
5. MC under the supervision of the Ministry of Transport.
6. Authority of Water Resources, under the supervision of the MWE

The UNDP Programme12 for “Disaster Preparedness, Management and Recovery”
Within the Country Cooperation Framework stretching from 1997 to 2006, the « Disaster
Preparedness, Management and Recovery » (YEM/97/500) became one of the thematic areas.
The programme envisaged a sustainable reduction in disaster risks to communities in multihazard
disaster prone areas and build national capacity. The key task was to initiate disaster
planning, to assess risks and post-disaster needs and to implement disaster risk reduction and
recovery methods. « However, due to a cumbersome executing structure and institutional set
up, in addition to a variety of other reasons, including indecisiveness on which ministry would
manage the overall disaster management functions, the UNDP-assisted programme has been
stalled for the last four years »13. Finally, the Government of Yemen made a decision to install
the Disaster Management Unit at the Ministry of Interior. Within this context, the UNDP
Country Office fielded the BCPR-RBAS Regional Officer to Yemen on a 10-day
inception/fact-finding mission (21-31 January 2002) aimed at finding the most efficient and
effective ways to kick off the programme.Please use additional space if required.

Brief Description:
This project aims to provide support to the Government of Yemen in its exerted efforts to successfully respond to the scale of vulnerability and recurrent localized disasters, which include earthquakes, floods, droughts and various epidemics through disaster mitigation, disaster response and recovery.
Location: Sana’a, Hadhramout, Aden, Socotra Island, Al Mahara and Dhammar.
Objectives:

Key Activities:
1. Establishing the necessary institutions (Disaster Management Unit / National Emergency Operations Centre) with clear structure and functional procedures for disaster planning, management and prevention

Key Achievements:
• Disaster Management Unit/National Emergency Operation Centre (DMU/NEOC) was established.
• The National Disaster Management Plan was finalized, after a long participatory process involving the DMU and other concerned governmental and non-governmental entities. Accordingly, Arabic and English versions of the plan were produced.
• Radio equipment was procured.
• Trained civil defence representatives from all Yemeni governorates in needs assessment, field assessments, project preparedness and planning, working with communities during disasters and humanitarian values and principles.
• Trained female police officers on disaster management and gender issues in collaboration with the Yemen Women Union.
• Produced training/awareness guides on disaster management; Avian Influenza first aid and civil defence roles.
• Conducted a general Tsunami risk assessment, awareness raising activities in communities susceptible to Tsunami.
• As a part of capacity building at governorate level, civil defence offices in Mukalla, Sayun and Aden have been provided with basic office equipments.
• DMP equipped with GIS unit, The unit have been provided with the necessary hardware and software.
Disaster Preparedness, Management, and Recovery Project is being supported by the UN DP. An initial assessment report from this project highlights a list of priority actions and priority intervention locations which are Al-Mahara, Hadramout, Aden, Shabwa, Abyan, Lahz, Taiz, Hodeidah, and Hajja. It also lists the key players that need to be
involved in these areas. The project has supported community awareness programs in two pilot areas - Al Mahara and Socotra Island..
A tsunami risk consultancy which was made by United Nations Development Program Disaster Preparedness, Management & Recovery Project for potential tsunami threat, the location of the most vulnerable areas and people exposed.
• Establishing a Disaster Management Information System (DMIS) Database in NDMU
1.1.1. Yemen Base map for GIS system complete.
After searching for Yemen information and data, IT department succeed to collect a large amounts of data, all those data was entered to the projects’ Geographical Information system. The result is there is a base map for yemen in the project and information technology department now can add and modify to this map, also it will help in disaster data collection

1.6.1 Disaster data collection established.
• IT department started to collect disaster data in Yemen which happen in the last 30 years, most of the data came from online resources, global disaster database, disaster related websites, those information will be integrated with the available GIS system base map during project’s next phase also it will provide the needed information for Disaster Inventory Management System: DesInventar, addition to that use project server in IT department as the main disaster database server in Yemen, project will interact with a lot of ministries and NGO’s here in Yemen to collect disaster information and store it in project server, a big step of cooperation will be established during Disaster Inventories Workshop Sana’a, Yemen in May 2010, after a long period of lack of cooperation between the project and other ministries in information sharing

in collecting weather, seismic, and hydrological data for early warning system. These include the National
Seismological Observatory Center, the Civil Aviation and Meteorology Authority, the Maritime Affairs Authority, theDesert Locust Monitoring and Control Center, the General Directorate of Animal Resources, Yemen Red Crescent, UN agencies
UNDP and UN-ISDR to build a database to collect data disasters for last 30 years in Yemen in DesInventar program .

A national strategy for awareness, targeting school children specifically and the public more generally, is being developed by the National Disaster Management Unit. The literature that is being developed for the awareness campaign includes advice on ‘what to do during emergency’. Also included are interactive games for
A national strategy for Conducting awareness raising events and campaigns and Disseminate awareness raising materials to targeted groups and governments exposed to disasters , is being developed by the National Disaster Management Unit.
Non Governmental Organizations, among which the Yemeni Society for Environmental
Protection (YSEP), the Friends of Environment, the Beekeeping Association, Agricultural
Unions, Women Associations… have set their respective objectives on the promotion of
public awareness of environmental protection issues and responses as well as on initiating
some field-work relating to environment and desertification control activities.
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
