Mission

The Regional Bureau of Education for Latin America and the Caribbean with headquarters in Santiago, Chile (OREALC/UNESCO Santiago) assists its Member States in the region in the definition of strategies to improve the quality of their education systems, using a human rights-based approach. Its aim is to promote substantial changes in educational policies and practices with the intent to contribute to the achievement of the global Education for All (EFA) goals.

Disaster Reduction Goal

To contribute to the HFA Priority Action 3: Use knowledge, innovation and education to build a culture of safety and resilience at all levels.

Policies and Programmes in DRR

Through its regional programme on Education for Sustainable Development, OREALC/UNESCO Santiago promotes disaster risk reduction in the education sector through capacity development activities and advisory services.

Furthermore, the Office has established close links with the Organization´s Science Sector and developed an inter-sectorial approach to DRR, using education and science. In this context, the Office has implemented two DIPECHO projects on tsunami preparedness on the South American Pacific Coast.

Risk assessment and early warning systems (HFA 2)

- development and revision of tsunami early warning protocols (national & regional) and standard operating procedures in Chile, Colombia, Ecuador and Peru
- promotion of inter-institutional coordination between main actors of the tsunami early warning systems
- improvement of local tsunami early warning systems through installaton of sirens and signage

Education, information and public awareness (HFA 3)

- advisory services and capacity development on DRR for Ministries of Education
- teacher training
- regional student campaign on DRR
- development of educational and community awareness materials
- exchange of good practices and experiences at regional level

Preparedness for effective response (HFA 5)

- organization of drills and simulations
- promotion of the INEE Minimum Standards on Education in Emergencies
- revision of contingency plans at local level
- advisory services to Ministries of Education in the planning of the emergency response in the education sector
