Disaster Reduction Goal
The sharp and continues increase in the natural and human induced disasters and climate change threats are reducing the human capacity and adversely effecting the lives and livelihood of the marginalized, remote and un-reached communities in Pakistan. JAD Foundation´s Center for Hazard Research and Disaster Management (CHRDM) is doing research on the causes of hazards dynamics and their impact and providing indigenous/ scientifically based solution to prevent and mitigate the negative impacts and increase capacity for the communities through skills/knowledge and humanitarian network.
Policies and Programmes in DRR
Disaster Risk Reduction/Management is a new concept in Pakistan. CHRDM is raising awareness between the stakeholders about its importance, and providing basic education/skills and knowledge on disaster prevention, preparedness and mitigation. Working with the communities to identify to the most crippling threats and enhancing their capacities to mitigate their emerging threats. JF,s CHRDM is working on scientific/indigenous based research to highlight the threats to concerned authorities. Providing training, consultancy to organization of national to local level to enhance their capacity.

Making disaster risk reduction a policy priority, institutional strengthening (HFA 1)
JF is advocating communities, local government agencies and state organizations that DRR is collective responsibilities of all actors. DRR could be more strongly integrated into development planning and practices at local level. DRR practices needs to be undertaken at local level, which is the best practices according to our experiences in the country. Government of Pakistan has established strong institutional and legal arrangement at local level, and JAD if supplementing the capacity gap for implementation.
Risk assessment and early warning systems (HFA 2)
Our community based intervention experience and research indicate the culture of prevention is one of the largest challenges in at the local level. Our strong community mobilization and motivation network is working to change the perception of the stakeholders that DRR is not the only responsibilities of the government, it is a collective responsibility. This change in attitude and behavior is very positive. Working with the community undertaking hazard, vulnerability, capacity and risk mapping for the villages, critical infrastructure and other facilities which are highly prone to natural disasters. Local level community organizations of DRM established, trained in regular hazard updating and linked with the government emergency response system. Local level research based action planning is going on with monitoring system.
Education, information and public awareness (HFA 3)
Our practices confirmed that disaster can be substantially reduced at local level. For this reasons JF is educating local people about the anticipating threats and changing their mind set that disaster can be mitigated and prevented, if they understand the dynamic and causes of these event. Education, awareness, training, skills/knowledge provided to the people and most important organizing them for collective action has shown really a fruitful result.
Reducing underlying risk factors (HFA 4)
Integrating DRR into development planning is a vital area of HFA priority. It never been a priority of government and there is no understanding of the development practitioner that DRR integration will ensure sustainable development. workshops, training, advocacy campaign with multi-stakeholders help to change their attitude. EWS is not in place at local level. However, indigenous and traditional EW mechanism are used for EW dissemination. Network of volunteers, linked with government agencies has been helpful for dissemination of EW information to the communities.
Preparedness for effective response (HFA 5)
Established community emergency response team(ERTs), trained volunteers, equipped with emergency response kits, aware about role and responsibilities and linked with government emergency response system is the best practices JF is doing for last 2 decade. Spontaneous response by the community volunteers in localized disasters has saved many lives and reduced threats of disasters.
