We are looking for an individual consultant/evaluator to carry out the mid-term evaluation of an EU-funded project. 

Started in early 2016, the project's objective is to improve the understanding and to increase the capacity of governments to make informed decisions on disaster risk financing (DRF), based on sound financial analysis. The project supports countries in increasing financial resilience against natural disasters, and governments in pilot countries will have access to improved tools and well-communicated technical information to support informed DRF decision-making. One of the main project outputs is the delivery of a suite of analytical tools and an associated training program. More details about the project can be found here

The objective of the evaluation is to provide project stakeholders with an overall independent assessment of the project's performance, paying particular attention to the results of the project against its objectives, as well as key lessons and recommendations in order to improve current and future action. The evaluation is expected to be carried out in fall 2019 and within 60 working days.

The ideal candidate should fulfill these requirements:

  • extensive expertise in monitoring and evaluation (min. 5 years)
  • experience in leading and managing projects
  • knowledge about disaster risk management and DRF
  • organisational, analytical and writing skills
  • readiness to travel
