Background

Ethiopia, as the only African country to avoid colonisation, has a rich, diverse and resilient culture and history. However in recent years Ethiopia has been affected by poor rainfall and is currently experiencing emergency level drought conditions, particularly in the Afar region. Part of Ethiopia’s emergency response is to provide resources for temporary education and learning centres, which reduces drop-out rates and school closures. This role is an exciting opportunity for a volunteer to use their expertise to support and advise the Ministry of Education (MoE) with its emergency education programme. The emergency response specialist will conduct long term risk prevention by helping to maintain educational standards and facilities in the areas most likely to be affected by drought.

Duties and responsibilities

You will work with the emergency education mobilisation team and Education Emergency cluster members to support them in the delivery of the Ministry’s emergency education programme. To do this you will:

• Prepare an annual work plan for Education in Emergency
• Coordinate the activities of the National Task Force in the Education Cluster
• Prepare a report on the achievement and activity of the National Task Force
• Support the development and active participation of the members of the National Task Force
• Prepare project proposals to mobilize resources for the Education in Emergency programme in consultation with the MoE
• Develop a manual for project monitoring and evaluation;
• Design a program of professional development--including materials--on managing and implementing emergency education for staff at the various federal, regional and district education offices.
• Capacity build the staff in the MoE, supporting them to undertake training needs analysis, design and deliver appropriate training, and monitor and evaluate the training

Required skills and experience

The Project Coordinator should have the following qualifications, skills and knowledge:

Education:

• A degree (preferably a masters) in any relevant subject (e.g. social science, education, or project management)

Experience:

• Significant experience working in education and/or emergency response, ideally both
• A good understanding of how to deliver emergency education
• Excellent project management skills
• Experience in mobilizing resources and writing funding proposals
• Developed training materials and practical knowledge in peer-to-peer support and learning
• Experience in people management and/or leadership as well as having a familiarity with recent developments in emergency education
• Flexible, proactive person, able to adapt to environments with limited resources in a positive and supportive way.
