Eleventh meeting of the Conference of the Parties: Countries to decide on strengthening safety of industrial and mine tailings facilities under UNECE Industrial Accidents Convention

The COVID-19 pandemic has caused wide-ranging effects on human health, security, and economic activity, which have significantly impacted industrial safety.

The eleventh meeting of the Conference of the Parties to UNECE’s Convention on the Transboundary Effects of Industrial Accidents (Industrial Accidents Convention) will gather over 100 representatives from 41 Parties across the Pan-European region from 7 to 9 December 2020 to review progress and take decisions towards the Convention’s strengthened implementation, guided by its long-term strategy. For the first time in its 20-year history, the meeting will be held in a hybrid, predominantly online format. It will be preceded by a seminar on mine tailings safety in the UNECE region and beyond, to be held on 1 December.

Owing to the extraordinary circumstance of the COVID-19 pandemic, the eleventh meeting of the Conference of the Parties (CoP-11) will be organized as a hybrid meeting (i.e. with online and in-person participation) on 7–9 December 2020, limited to three-morning sessions — each one beginning at 10 a.m. and ending at noon. Delegations are encouraged to consult the overview of dates and deadlines (ENG) (RUS), which includes important information leading up to the meeting, and the guidance form for submitting their credentials (ENG) (RUS). Due to the limited time available, the CoP-11 will be preceded by two accompanying events:

1. Seminar on mine tailings safety (Online, 1 Dec 2020)

Due to the limited time available for the CoP-11, the seminar on mine tailings safety could no longer be organized as part of the CoP-11. The seminar will be held as a separate online event of maximum three hours on 1 December 2020. In view of the envisaged adoption of the draft decision on strengthening mine tailings safety in the UNECE region and beyond (ECE/CP.TEIA/2020/3) at the CoP-11, the Bureau encouraged Parties and non-Parties to attend the online seminar. 2. CoP-11 advance information session (Online, 30 Oct 2020)

The objective of the advance information session is to brief Parties about the conduct of the CoP-11 and to provide an opportunity to clarify any questions related to the meeting organization, including on substantive matters. The information session is planned for 30 October 2020 as an online event of up to 3 hours. Further information is available here
