Public review: 'Designing the Santiago Network for Loss and Damage'

At COP25 in December 2019, the Santiago Network for Loss and Damage (SNLD) was established as part of the Warsaw International Mechanism for Loss and Damage.

As part of the Loss and Damage Collaboration (the L&D Collaboration), the authors of the report titled ‘Designing the Santiago Network for Loss and Damage’, carried out a survey of United Nations Framework Convention on Climate Change (UNFCCC) country focal points and loss and damage and climate risk management experts at country, regional, and international levels. The survey was designed to understand exactly what technical assistance might be needed by Parties to avert, minimize and address loss and damage – currently and in the future – and what assistance could be delivered by the SNLD and the organizations, bodies, networks, and experts that will make up the SNLD.

This report presents the results of the survey and uses those results and the example of the Climate Technology Network to propose the possible functions and structure of the SNLD. It also proposes the possible steps to operationalize the SNLD, and a way forward for consideration by Parties.

The L&D Collaboration hopes to gather the expertise of the DRR community to progress the operationalization of the SNLD. The report has been shared in word format and in the form of a draft for circulation and comment. If any reader has a contribution they wish to make, they can either make amendments using track changes/comment function in the word document and return to the authors by email, or make comments in the body of an email and forward that to the authors.

The target audience is practitioners and policymakers in the development and humanitarian communities who work on loss and damage/adaptation/disaster risk reduction issues in some way at the ground level.
