Equest for quotation (RFQ) - Computer and related equipment for regional cooperation

1. Overview

This RFQ is for the procurement of Goods required in response to CARE Project. It is subject to procurement procedures. Asian Disaster Preparedness Center (ADPC) has received financing from the World Bank (Bank) toward the cost of the CARE Project and intends to apply part of the proceeds toward payments.

Asian Disaster Preparedness Center (ADPC) has its headquarters located in Bangkok, Thailand now invites quotations from suppliers for the Goods “Computer and Related Equipment” for Regional Cooperation described in Annex 1: Purchaser’s Requirements, attached to this RFQ.

2. Clarifications

Any clarification request regarding this RFQ may be sent in writing to Asian Disaster Preparedness Center and email: procurement.care@adpc.net before 1st December 2020, 23:45 p.m. Bangkok Time.
The Purchaser will forward copies of its response to all Suppliers including a description of the inquiry but without identifying its source.

3. Submission of Quotations

a. Quotations are to be submitted in the form attached in Annex 2 at
procurement.care@adpc.net . Quotations submitted as email attachments shall be in the form of scanned non- editable images.
b. The deadline for submission of Quotations is at 23:45 p.m. Bangkok Time, 1st December

4 Opening of Quotations

Quotations will be opened by the Purchaser’s representatives immediately after the deadline for the submission of Quotations.

5. Evaluation of Quotations

Quotations will be evaluated to ensure compliance with the Technical Specifications, Delivery and Completion Schedules and any other requirements of the RFQ.

The lowest evaluated price will be determined after correcting any arithmetic errors and other specified adjustments, if any.

“Quotations will be evaluated for each item and the Contract will comprise the item(s) awarded to the successful Supplier.”

For evaluation and comparison purposes, the currency of the Quotations shall be converted into a single currency. The currency that shall be used for comparison purposes to convert at the selling exchange rate offered prices expressed in various currencies into a single currency is: Thai Baht. The source of exchange rate shall be: UN Exchange rate. The date for the exchange rate shall be, 1st December 2020.

6. Contract Award

The Contract will be awarded to the Supplier/s who:
a. offers the lowest evaluated price/s,
b. technically compliant quotation, and
c. guarantees delivery, in accordance with the delivery period/s
d. in accordance with the Evaluation of Quotations above.

The Purchaser shall invite by the quickest means procurement.care@adpc.net the successful Supplier/s for any discussion/ negotiation that may be needed to conclude the contract or otherwise for contract signature.

The Purchaser shall communicate by the quickest means with the other Suppliers on its contract award decision. An unsuccessful supplier may request clarifications as to why its quotation was not determined to be successful. The Purchaser will address this request within a reasonable time.

The Purchaser shall publish a contract award notice on ADPC website within 15 days after award of contract or as soon as practicable thereafter. The information shall include the name of the successful Supplier, the Contract Price, the Contract duration, summary of its scope and the names of the Suppliers and their quoted and evaluated prices.

7. Payment: within 30 days from date of receipt of goods and all supporting documents in good order
by the buyer, i.e. title of transport, packing list, certificate of origin, commercial invoice, proforma invoice, positive certificate of inspection, signed delivery notes and original take- over certificate..

8. Validity: Your offer must remain valid until 1st December 2020 before which a Purchase Order, if
placed should be accepted by you.
