Philippines: San Francisco Inter-school Olympics for Strengthening School First Aid Responders

San Francisco, Cebu, Philippines- Eight elementary schools in the Municipality of San Francisco Camotes  Islands, Cebu, Philippines participated in the Inter School Rescue Olympics 2019 held at Alfredo S. Arquillano, Sr. Gymnasium on October 13, 2019. The activity was conducted as part of the worldwide celebration of International Disaster Day for Disaster Reduction. The Municipal Disaster Risk Reduction & Management Office (MDRRMO) conceptualizes the said activity for the School First Aid Based Responders Teachers equipped with the correct knowledge on the field of response. They served as the extension arms for the municipal level responders especially that the school student populations are increasing.

The Camotes Islands Emergency Response Team-San Francisco facilitates the said rescue Olympics for 27 elementary schools.

The participants showcased their rescue and disaster preparedness capability based on the mechanism provided by the organizer which comprises different stations, contest that include Bandaging,Splinting, Skills Relay, Emergency Transfer, Question and Answer, CPR, Team Building  and Simulation.

Before the said event, the MDRRMO conducted a two days elimination round at San Francisco Central School / Consuelo Elementary School on September 28 – 29, 2019 on which the participating schools rehearsed and underwent training conducted by the Camotes Islands Emergency Response Team (CiERT) for two months before the zone elimination round.  The flow of the elimination round is according to the mechanics given which; by zone contest consisted by 4 zones, maximum of 7 participants, highest score is the winner and advance to the finals and  score through a points systems which are; Bandaging, Splinting, Emergency Transfer, Skills Relay, Question and Answer and CPR. The Team Building and Simulation was added on the final round.

Each contest has its own different criteria on judging but usually it was based on the time, accuracy, and execution acquired by the team after they have completed the course. The inter-zone elimination was judge based on the criteria mention above through point system on which they were given 5 points in accuracy, time and execution which a total of 15 points each for bandaging, splinting, emergency transfer, and skills relay. Question and Answer and also CPR have its different point system. In Question and Answer were given 10 points for finish time. For the CPR were given 10 points for execution, 15 points for compression and blows and 5 points for positioning which a total of 30 points. Points Systems all in all is totaled 100 points. 

There’s a changes on the point system in the final round and it was judge based on the new point system given. In bandaging, splinting, skills relay, and emergency transfer they were given 5 points for accuracy, 3 points for time, 7 points for rescue position/ execution which a total of 15 points in all. In Question and Answer were given 15 points for finish time. In CPR 10 points for execution/CPR procedure, 15 points for compression and blows, and 5 points for recovery and rescue position which a total of 30 points. In Team Building have two games which were given 10 points of each game a total of 20 points. Simulation was given 25 points for execution/ assessment, 10 points for proper handling and rescue position and 5 points for time which a total of 40 points. The points system in the final round all in all is totaled 100 points.

The team from Union Elementary School was declared champion followed by Campo Elementary School, Cabonga-an Elementary School and lastly the San Isidro Elementary School.

The organizer expressed gratitude and appreciation to the schools who participated in the event namely Union Elementary School, Campo Elementary School, Cabonga-an Elementary School, San Isidro Elementary, Dapdap Elementary School, Sonog Elementary School, Rosalia Elementary School and L.O.A.I.S Elem. School. 

This innovation is just a continuation of the municipality of San Francisco in carrying the banner as model town for Making Cities Resilient for Disaster Reduction as initiated by Mayor Alfredo A. Arquillano, Jr, UNISDR Asia Pacific Champion.
