Establishment of the Coalition for Disaster Resilient Infrastructure and progress in implementation

Duties and responsibilities

1. Support to the development of the Coalition for Disaster Resilient Infrastructure:

  • Coordinate the advisory committee of experts overseeing the development of the Coalition.
  • Provide substantive policy and technical support to the development of the strategic plan of the Coalition.
  • Contribute to the drafting and finalisation of the organisational design and governance structure of the Coalition by different supporting organisations. 
  • Take lead in organising high-level consultations and workshops, engaging with governments and international organisations, including multilateral development banks and the United Nations. 
  • Map the various global and regional policy processes that are relevant to disaster resilient infrastructure and prepare an engagement strategy for the Coalition

2. Policy advice on the scope of the Coalition’s work:

  • Undertake a stocktaking of new developments in the area of disaster and climate resilience of infrastructure and ensure that the proposed scope of work of the Coalition is appropriately aligned, seeks to foster collaboration in the most critical areas, and fill existing gaps,
  • Draft policy briefs and collaborate with partners to develop knowledge products and tools on disaster resilient infrastructure. 
  • Review latest documents, guidelines and resolutions and identify new areas for appropriate policy interventions and recommend means for their implementation.

3. Programme development:

  • Support the development of a programme framework (including a results framework as well as an implementation strategy) for the Coalition. 
  • Partner with interested organisations to initiate and coordinate pilot projects for the Coalition. 
  • Support resource mobilization and track funding for the Coalition. 
  • Support the conceptualization and planning of the third International Workshop on Disaster Resilient Infrastructure (IWDRI2020).

Qualifications/special skills

Academic qualifications: 

Advanced university degree in social sciences, business administration, economics, urban planning, geography, environmental sciences or in relevant fields is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Experience: 

  • A minimum of 15 years of relevant experience in key infrastructure sectors, risk management, finance, and international development is required.
  • Experience in developing business models and plans and organisational design is desirable. 
  • Ability to conduct research and analysis is an advantage.

Language: 

Fluency in English is required.
