Organization setting and reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNISDR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNISDR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNISDR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the Project Office in Almaty, Kazakhstan and reports to the Regional Office for Europe. The incumbent reports to the Deputy Chief of Office in the Regional Office for Europe, located in Brussels. The project duration is limited to three years.

Responsibilities

Under the supervision of the Deputy Chief of Office, the incumbent carries out the following duties and responsibilities:

  • Participates in the implementation and evaluation of the “Strengthening disaster resilience and accelerating implementation of Sendai Framework for Disaster Risk Reduction in Central Asia” project, within which monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Contributes to the work plan of UNISDR at his/her level; ensures that outputs under his/her responsibility maintain high-quality standards; that documents, reports, learning programmes, resources and materials are clear, objective, state-of-the-art and comply with the mandates of UNISDR. Contributes to activities related to work plan, budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.). May be requested to manage or guide junior staff under his/her supervision and/or recruit and supervise consultants/external service providers as appropriate.
  • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business management, public administration, international relations, social sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Relevant experience working in Central Asia is desirable. Relevant experience working for international organizations such as the United Nations is desirable. Experience in disaster risk reduction or sustainable development would be an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of Russian is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special notice

The appointment against this position is limited to the duration of the project. The project is envisaged only for 36 months, location is Almaty, Kazakhstan.

The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
