Addressing climate change adaptation in regional transportation plans: a guide for California MPOs and RTPAs
This guide was designed to account for the varying capacities and resources among Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Agency (RTPAs), featuring methods that can be used by organizations seeking to conduct an assessment of the risk and vulnerability of the regional transportation assets to climate impacts, or in-depth analysis that incorporates separate stakeholder processes and geospatial analyses. The guide is comprised of three parts: (i) the first part introduces the guide, the impacts of climate change on transportation systems, and a case study on the effects climate change on the transportation system in California; (ii) the second part explains the incorporation of climate change adaptation in regional transportation planning and shows how certain transportation agencies in California have taken action; and (iii) the third part outlines a five step plan of assessing risk and implementing an adaption plan in the transportation sector.
