Japan, Fukushima disaster: An early nuclear warning - Was it for naught?

Officials in the USA are working on plans to ensure that flood, earthquake or other disaster situations would not cause nuclear meltdowns such as that of the Fukushima Daiichi plant in Japan. According to the New York Times, a high-level safety analyst the Nuclear Regulatory Commission of Japan had warned about the possibility of a catastrophic situation in case of a natural disaster in Fukushima, yet, the predictions were not acted upon. Action to prepare for a dual meltdown was not a case of "forewarned is forearmed," said Dave Lochbaum, a nuclear expert at the Union of Concerned Scientists, but more like "forewarned is forestalled."
