Philippines: Disaster risk reduction and climate change adaptation assessment underway

Tuguegarao City - The disaster risk reduction technical and provincial teams are conducting a five-day writeshop that from May 7 to May 11. This will aid the group in preparing a Disaster Risk Assessment (DRA) report. Earlier, the teams have conducted profiling, identifying and mapping disaster hazards and simulating various hazard events in the five provinces.

For the next stage, the provincial participants and other staff of the National Economic Development Authority (NEDA) were introduced to the assumptions, data, and methods in using the Vulnerability Index for the Sectoral Impact Assessment.

The Vulnerability Index Method is used to analyze the impact of hazards to the various sectors and critical elements identified from the first stage of the DRA report.

NEDA Officer-in-Charge Regional Director MaryAnne E.R. Darauay has informed the group that changes had been made in the approach of disaster assessment method as discussed during a workshop last April 16 to 20, at Pasig City where the provincial participants also attended.

She said that through the index method the vulnerability of various sectors and hazards will be assessed in a more qualitative approach.

The group will be discussing the rates and weights that will be used by the provinces in the said assessment and arrive at doable and effective strategies that shall mitigate the effects of the hazards.

The strategies must also illustrate the adaptive capacity of the affected sectors, properties and people to effectively lessen the damages of the disasters. At the end of the writeshop, the group shall also set their calendar of activities in further improving their outputs and mainstreaming the report in their respective Provincial Development and Physical Framework Plans.

The project “Mainstreaming DRR/Climate Change Adaptation in Local Development Planning and Decision-Making Processes” started last 2010.

The project aims to enhance local planning and decision-making by incorporating the importance of disaster risk reduction and climate change adaptation as these are ultimately considered as important factors in the local development. (TCB/AU-PIA 2)
