Context

Under the direct supervision of the Chief of Mission (CoM) in Pohnpei; and in close collaboration with Heads of Sub-Office in the region, the successful candidate will be responsible and accountable for the Climate Adaptation, Disaster Risk Reduction and Education Programme (CADRE) being implemented throughout the Federated States of Micronesia and the Republic of the Marshall Islands (RMI).

This will entail the provision of strong leadership in climate change adaptation and disaster risk reduction, as well as strategic planning functions for ensuring a comprehensive and robust school and community-based education and mitigation programme.

Core functions/ responsibilities

• Act as IOM’s focal point for the programme in the FSM and the RMI and maintain government liaison, in collaboration with the CoM in the FSM and the RMI on all issues pertinent to the programme.
• Provide correct and transparent financial management of the Programme in close cooperation with the Mission's accounting and finance departments to ensure compliance with IOM policies.
• Supervise the work of the Programme Officer for Education, directing the priorities of the Unit, monitoring work flows, enabling resource mobilization and ensuring a high quality of output. Oversee service agreements with local partners in the development of the information, communication and education (IEC) materials.
• Supervise the work of the Programme Engineer, ensuring the development of a Programme Quality Management and Safety System, monitoring mechanisms and technical specifications for all construction projects and ensure that the mechanisms for ensuring quality are strictly followed.
• Identify appropriate consultants for conducting technical assessments to determine the hazard resilience of specific infrastructure and the climate adaptation requirements. Facilitate and monitor the output from external consultants, to ensure the delivery of high quality product/services, collection of accurate information and efficiency in methodology, while providing technical and managerial advice as needed.
• Oversee all procurement and logistics for the Programme in accordance with IOM procurement regulations and in close coordination with the Mission's Procurement and Logistics department, and wherever necessary the Field Procurement Unit - Manila.
• Liaise with the Australian Agency for International Development (AusAID) in Canberra and ensure regular and direct contact AusAID representative in Pohnpei, in coordination with the CoM. Maintain excellent working relationship with the Programme donor and government counterparts. Conduct programmatic meetings with donor counterparts on a regular basis to ensure donor relations while addressing its implementation concerns.
• Prepare timely, accurate and well written donor reports for the programme and provide monthly progress reports to the CoM for internal reporting requirements. Prepare press releases and other public information materials related to the Programme and ensure appropriate media exposure and other forms of public recognition for the Programme its donor and national counterparts.
• Be responsible for oversight of data collected and managed under the Programme, ensuring that programme/mission databases are maintained and updated, and that they support the Programme objectives. Undertake preliminary research on the impacts of climate change on people mobility within the region.
• Establish and maintain coordinating mechanisms for project implementation and reporting with local authorities, line ministries, international, regional and local organizations involved in the Programme. Participate in relevant meetings and seminars and represent the Programme.
• Undertake regular inter-state travel in direct support of programme and other travel as requested by the CoM.
• Perform such other duties as may be assigned.

Desirable qualifications and experience:

• completed Master’s degree from an accredited academic institution, preferably in environmental science, urban planning, international development, engineering, or project management or closely related areas;
• five years of professional international experience (or seven years for candidates holding a first level university degree) in the field of international development;
• good understanding the scientific basis for climate change, as well as, the nexus between climate change and migration trends work experience in remote or hardship post-conflict environments in post-disaster recovery and reconstruction, including experience in managing construction-related projects highly beneficial;
• sound knowledge in project development, management and implementation essential;
• experience in AusAID funded projects an added advantage;
• experience in implementing climate change adaptation and/or disaster risk reduction projects in the Asia and Pacific region a distinct advantage.

Languages

• Thorough knowledge of English.
