This position will lead and manage the UNISDR secretariat's work through its regional offices in support of regional partnerships, policies and country support in their implementation of the International Strategy for Disaster Risk Reduction and the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters (HFA).The position is responsible for the management of the organization of the bi-annual Global Platform; supporting the regional platforms as is required while ensuring that the Director is fully informed. This position will oversee the post Hyogo Framework for Action (HFA) consultation process.

Responsibilities

• Oversee, coordinate and ensure the provision of timely and effective support to UNISDR regional offices, help identify opportunities for interventions and partnerships, review impact of work, and facilitate coordination with and among key partners (i.e. Multilateral and bilateral donors, European Commission, Regional Development Banks, the World Bank, UN Resident Coordinator system) to work on joint programming and complementary support to strengthen regional and national disaster risk reduction processes.
• Oversees the management of global programs and projects and implementation at regional level, in particular the Global Facility for Disaster Reduction and Recovery, European Commission support and others, in close collaboration with the Resource Management Unit; and guides the Heads of Regional Offices to translate global ISDR system, UN and other relevant international agendas into the regional strategies and plans to facilitate coherence, including related to national platforms for disaster risk reduction and national Hyogo Framework for Action (HFA) focal points;
• Oversee a team of regional desks in Geneva that will serve to ensure coherence and coordination within the UNISDR, as resource persons for the regions, and ensure liaison with all relevant units of the UNISDR secretariat and external partners;
• Coordinate and leads the budgeting and planning processes of the Regional Programs and DRR Coordination branch and regional offices; oversee staff recruitment for regional offices; and ensure the monitoring of regional programmes' impact and analysis of trends; ensure that regional demands are fulfilled and appropriately reflected and integrated into UNISDR secretariat planning, implementation and information systems; oversees the programmatic/administrative tasks necessary for the functioning of the branch and regional offices, including mobilization of resources preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate; reports to intergovernmental bodies on budget/programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
• Ensures that all outputs produced by the branch under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Participates in the Senior Management Team of the secretariat and contributes to the strategic direction, planning and monitoring of the secretariat's achievements;
• Ensure integration of the work of risk reduction policies and programs through cooperation with the Resident Coordinators system, UN Country teams mechanisms and UN System Staff College, in particular related to training, reviews and preparation of Common Country Assessments (CCA)/ United Nations Development Assistance Framework (UNDAFs) and Poverty reduction Strategies related to disaster risk reduction;
• Leads the development of policies for National Platforms and national coordinating mechanisms for disaster reduction through the Regional offices in consultation with national governments and other relevant stakeholders;
• Represents the UNISDR at regional fora to encourage cooperation through consultations, joint meetings or workshops, so as to ensure a greater coherence and impact at the regional and national levels of relevant disaster risk reduction policies and frameworks;
• Support intergovernmental consultation and negotiation on issues related to disaster risk reduction.
• Perform other duties as required and requested by the Director and the SRSG.

Education

• Advanced university degree (Master's degree or equivalent) in international relations, development studies, environment, risk management, humanitarian affairs or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work experience

• A minimum of fifteen years of progressively responsible experience at international and national level in disaster risk reduction, risk management, sustainable development, humanitarian affairs or related field.

Languages

• Fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage

Assessment method

• A competency based interview and an essay exercise.

Special notice
