Japan: Panel to say Fukushima crisis prevention measures inadequate

A government panel investigating the Fukushima nuclear crisis will highlight in its report that measures could have been taken to prevent the tsunami from damaging the Fukushima No. 1 power plant, reports the Japan Times. It will also state that the evacuees received insufficient information and instructions to reduce their exposure to radioactive fallout.
