Purpose

The Program Manager for Humanitarian Practice provides support and leadership for InterAction members working on issues related to humanitarian assistance. The Manager engages with InterAction staff, members and key USG and global partners involved in the delivery and coordination of humanitarian responses.

Responsibilities

• Provide support and input on substantive matters related to humanitarian response to InterAction NGO member staff in a timely manner
• Lead the planning for monthly meetings between InterAction and OFDA/PRM and UN-OCHA
• Assist the Director of Humanitarian Practice in other duties as requested
• Lead and coordinate Humanitarian Policy and Practice (HPP) support to complex emergency working groups including Sudan, DRC, LRA, Afghanistan, and others as designated
• Lead and coordinate HPP support to thematic working groups, including disaster risk reduction and others as designated
• Liaise with InterAction’s Policy and Communications Team on issues related to advocacy and communications
• Assist in the development and writing of policy briefs on various issues as identified by working groups and InterAction staff
• Represent InterAction to OFDA, PRM, Department of State, UN and other stakeholders as designated
• Work with the Director of Humanitarian Practice to ensure that humanitarian issues are regularly highlighted in InterAction’s monthly publication Monday Developments and on the InterAction website
• Provide leadership and support to the HPP team and its working groups in developing workshops and other events at the annual InterAction Forum
• Contribute to grant writing, management and reporting as a part of the HPP Team
• Supervise the Program Associate for Disaster Response
• Perform other reasonably related duties as assigned

Qualifications

• Masters degree in a relevant field or equivalent work experience
• 5-7 years of experience implementing humanitarian assistance programs, preferably at the field level
• Previous experience (preferably at the field level) in coordination activities involving key stakeholders in humanitarian response (INGOs, local NGOs, UN, donors, etc)
• Good knowledge of the UN system, particularly those agencies involved in humanitarian response
• Familiarity with current issues in the humanitarian sector including complex emergency response, natural disaster response, security, civil military relations, disaster risk reduction, and staff care
• Meeting facilitation skills
• Strong written and verbal communications skills.
• Strong interpersonal skills and experience managing the needs and interests of diverse constituencies

•  Availability for domestic and international travel
