The International News points at the the lack of flood protection infrastructure (adequate storm drainage capacity, protective bunds, etc) and breakdowns in the flood management system like forecasting, warning preparedness, among others, to explain the major flood disaster in Sindh where thousands of people were forced to abandon their homes to floodwaters in recent weeks, "better water management would be a critical part of this as would better flood forecasting and warning systems, better flood preparedness, improved response capability and an increased capacity among local authorities to implement these measures."
