Five High Level Panel discussions over four days focus on progress in implementing Hyogo Framework for Action (HFA) priorities by addressing financing disaster risk reduction through safer institutions to accelerating community resilience and recovery. Panellists drawn from Governments, international financial institutions, UN and civil society identify gaps and challenges and recommend ways forward to accelerate action at all levels.
