Tulio Mateo is a post-disaster reconstruction expert, working on the linkage between communities and sound technical skills to attain long-term goals. He has taken part of successful programs in Rwanda, the Sahrawi camps in Algeria, Haiti, the Philippines and his native Dominican Republic. At present he supports the safe relocation of vulnerable households, the recovery of affected urban areas and the strengthening of risk reduction skills at community level in Tacloban City within the Typhoon Haiyan Response Program. He holds degrees in architecture, as well as in urban development and post-conflict reconstruction, from Dominican Republic and Italy respectively.
