The COVID-19 pandemic is becoming the most critical health catastrophe in the world and one of the greatest challenges faced by our civilization. According to the report of the World Health Organization, the current outbreak of COVID-19 has affected over 11 million people and killed more than 0.5 million people in more than 215 countries throughout the world (As of 5th July). Bangladesh is now in the battlefield and promoting the concept of social distancing, staying at home and cleanliness as the strategy to win this war. With limited health infrastructure, it is a huge challenge to reduce the impact of a pandemic like COVID-19. The crisis continues to have devastating impacts on people, with most severe impact on the poor and the vulnerable, who are faced with job and income loss, uncertain food supply, and disruptions in health and education programs. The least discussed vulnerable groups are persons living with disability, indigenous people, transgender, and other groups faced with tremendous struggle to cope with the pandemic impact. 

The national and local governments are leading the COVID-19 response in the countries while trying to take wider DRM actions into the next level. Local NGOs and private sector are also involved to support locally-led actions for preparedness and response. In Bangladesh, many volunteer organizations, CSOs are building awareness, doing campaigns for community people, collecting fund, providing food assistance, distributing sanitizers, sending gifts, helping some hospitals in providing personal protective equipment (PPE) and other related assistance. There is a need of formalizing and acknowledging their efforts to make their contribution effective for disaster preparedness and response.  

The above stated circumstances put the world at a standstill but also concurrently encourage the concept of ‘business as usual’. We must analyze new modes of working and living with the pandemic. With this consideration, the South-South learning initiative takes on the virtual modality to connect and gather insights on how disaster risk management is progressing in the time of COVID-19.  The Asian Preparedness Partnership (APP) of Asian Disaster Preparedness Center (ADPC) is organizing a series of webinars with regional and global actors to give their insight on how different stakeholders are demonstrating leadership in the time of the pandemic. ADPC through the South-South Learning Facility of APP in collaboration with Center for Disability in Development (CDD) is organizing a National Webinar on ‘The Partnership Approach: Preparing Local Leaders for COVID-19 Sensitive DRR in Bangladesh’. The webinar aims to promote knowledge exchange and learnings 

As COVID-19 is increasing pressure to strategize in new and urgent ways of working, leaders are forced to prepare ahead for more uncertain times. The situation also serves as a testing ground for the local actors to demonstrate proactive and effective measures in managing the crisis and create new opportunities out of the crisis. The national webinar presents a multi-stakeholder perspective from Bangladesh on local leadership in the time of the pandemic. Special invitees will share their insights on leadership and role of multi-stakeholder partnerships in preparing for disasters in the COVID-19 scenario from Bangladesh.
