Summary

'Information and communication technologies for crisis and disaster management' is a special session of the 15th International Conference on Telecommunications. Authors are invited to submit manuscripts that present original unpublished research on using Information and Communication Technology (ICT) for all phases of the disaster management cycle (prevention, preparedness, response and recovery).

This special session aims to bring together experts from academia, industry, and governments, as well as practitioners who are involved in emergency services, ad hoc planning, disaster recovery, etc., to learn about the latest research developments, share experiences and information about this area and develop recommendations for the use of Information and Communication Technology (ICT) to improve efficiency in crisis and disaster management. In this way, this special session will provide a forum for supporting and encouraging both academic researchers and practitioners involved in application-focused research. Topics of interest include, but are not limited to, the following scope:

  • Communication infrastructures, technologies and services for crisis and disaster management
  • Coordination, collaboration and decision support technologies for crisis and disaster management
  • Data/information management and analysis for crisis and disaster management
  • Detection algorithms and advanced data post processing
  • Evacuation and rescue geo-planning
  • Geo-information technologies for crisis and disaster management
  • Internet of Things for crisis and disaster management
  • Interoperability of heterogeneous systems
  • Mobile and wireless communication networks
  • M2M communications management and operations
  • Public warning and alerting systems
  • Querying and filtering on heterogeneous, multi-source streaming data in crisis and disaster management
  • Remote sensing
  • Search and rescue technologies
  • Social media and networks for crisis and disaster management
  • Unmanned aerial vehicles for disaster management

Background and objectives

The goals of crisis and disaster management are manifold, including the reduction or avoidance of potential losses from technological, natural or societal hazards. The assurance of appropriate measures for humans, materials, the economy and the environment affected by crisis and disasters is one of the main pillars in this domain, which is directly connected to the rapid and effective recovery from crisis and disasters.

Submission of full papers

Papers should be submitted electronically before submission deadline, via EDAS. Paper submissions should follow the IEEE double-column format for conferences (templates are available on the conference website). A maximum of (8) pages, including all figures and references, are allowed for each paper. Submitted papers will undergo a peer review process, coordinated by the Program Committee. Submission of a paper implies that, should the paper be accepted, at least one of the authors must register and attend the conference to present the work. Accepted papers will be presented within the ConTEL program. Moreover, papers will be published in the conference proceedings and submitted to IEEE Xplore as well as other Abstracting and Indexing (A&I) databases.

  • March 24, 2019: Full papers due      
  • May 10, 2019: Notification of acceptance/rejection            
  • May 24, 2019: Final, camera ready papers due
