Theme

The theme of this year’s International Day for Disaster Reduction (IDDR) is knowledge for life with a toning on indigenous knowledge and traditional coping mechanisms that complement modern science and add to an individual’s or societies’ resilience. In our adaptation of the theme to BiH we interpret the heading ‘Knowledge for Life’ in its broadest sense; focusing on how the combination of natural hazards, exposure, vulnerability and capacity constitute disaster risk. We propose to use the event to share, discuss, adapt and disseminate new knowledge on DRR that are emerging internationally and in-country.

Overall Objective in BiH

Collect, discuss and disseminate good national and international practice on DRR with reference to the Sendai Framework for Action 2015-2013 and the ongoing post-2015 development debate. Without explicitly focusing on flood recovery, the IDDR is expected to contribute to the transformation from emergency-related recovery to development-oriented DRR.

Specific Objectives in Bosnia-Herzegovina (BiH)

  1. Effectively disseminate the key messages of the Sendai Framework for Disaster Risk Reduction 2015-2030 and the Global Assessment Report 2015 to key stakeholders.
  2. Promote the principles of free information sharing and publicly available data in order to facilitate risk analysis, early warnings, action planning and response readiness.
  3. Strengthen inter-agency collaboration between government institutions, the scientific community, international agencies and communities at risk to advance DRR.

Proposed Activities

  1. Multi-stakeholder IDDR workshop in Hotel Europe, Sarajevo

    A one-day, multi-stakeholder workshop will focus on introducing new trends and approaches in DRR and participatory action planning among key stakeholder groups including government counterparts, the scientific community, international agencies, (I)NGOs and communities at risk. The four priority actions of the Sendai Framework and key findings of GAR 2015 will be shared through speeches, presentations and group discussions. Emphasis will be given to knowledge for life in the context of BiH, including transition from recovery to development, innovation and introduction of new risk mapping initiatives and a ‘who does what where’ tool that will be launched.

    While the morning session will focus on dissemination of good international and national practice, the afternoon session will focus on action planning in BiH. The four priority areas of the Sendai Framework will structure the discussion that is expected to generate recommendations for next steps. Key recommendations will be presented to the Minister of Security and the Resident Coordinator at the end of the workshop.

  2. Who does what where exercise

    Before the IDDR, a simple 2-page template will be designed to map ‘who does what where’ in the field of DRR. Apart from basic contact information, this 3W tool will seek to map thematic areas as well as locations and timelines for past, ongoing and upcoming DRR interventions in the country. Findings will subsequently be shared with all workshop participants and uploaded on s UN website to allow continuous updating/expansion.

  3. Public Outreach

    UN BiH will use various social media platforms to engage the public and generate support from as many organizations as possible for the theme of the day. In addition, UN will invite the media to take part in the event and disseminate colorful umbrellas with the GAR logo and key messages.

Expected outputs

  • Dissemination of the newly translated Sendai Framework for DRR and UNISDR terminology booklets to stakeholders
  • Multi-stakeholder action planning around Sendai priorities initiated with recommendations for next steps
  • DRR ‘who does what where’ survey launched
  • Visibility materials (umbrellas with key messages) distributed
