PPRD South workshop on 'New technologies for civil protection'

Background

As the successor of the previous EU funded “Pilot” and “Bridge” programmes on Euro-Mediterranean cooperation in Civil Protection, in March 2009 the Euromed Programme on Prevention, Preparedness and Response to Natural and Man-made Disasters (“PPRD South” or “Programme” – www.euromedcp.eu) started implementation under the service contract signed between the EC EuropeAid Cooperation Office and the Consortium established by the Italian Civil Protection Department, jointly with the Civil Protection authorities of Algeria1, Egypt2, France3 and the United Nations International Strategy for Disaster Reduction – UNISDR.

The overall purpose of the PPRD South is contributing to reinforce the quality of Civil Protection services in the Euro-Mediterranean region and to continue institutional cooperation in the field, both between the EU and the Partner Countries and among the Partner Countries themselves. For this purpose, the PPRD South has planned a number of initiatives to improve the knowledge by the Partner Countries of existing risk prevention and preparedness methodologies and to reinforce the capacities for coordinated and effective response to disasters.

1. New technologies

The new technologies and tools in Civil Protection are aimed to support high-level decision-making and enhance disaster management capacities of all civil protection actors. Conformingly to the philosophy of the high level actions undertaken by the PPRD South Programme, new technologies provide civil protection actors with global, early, modern and open access operational information.

All through this workshop, participants will deal with different tools used in response operations or in the field of response operational training. They will learn how to implement Geographical Information Systems, the simulators employed in the training of French fire-fighters and learn thenew concepts to ensure a better management during major emergencies. With regard to the latter, it is worth mentioning that new technologies represent an incredible opportunity to encourage and facilitate national and cross-border interactions. After the theoretical presentations, in order to better master the value-added of the knowledge gained from this training action, participants will be able to use and test all the proposed tools.

2. Key benefits of the training workshop


- An opportunity to enhance the knowledge and understanding of new tools in the field of response operations and training within the Civil Protection/Defence Authorities of each Partner Country;
- Getting to know the technical capacities of the European Union countries tools;
- Exchanging perspectives and comparing the relevant approaches;
- To take part in an interactive and participative activity;
- An opportunity to reinforce the cooperation and the experts’ network within the Euro- Mediterranean region.

3. Training workshop objectives

- Improving the knowledge of the new tools (such ad GIS systems, innovative satellite based solutions, Body Sensor Networks, real-time locating systems) to facilitate the response operational management and/or the training actions
- Making accessible to each Partner Country these new tools for a possible integration within the Civil Protection/Defence Authorities activities;
- Enhancing the information exchange for the benefit of, for example, risk mapping in the Mediterranean area.

4. Training workshop topics

a) The tools of the Geographical Information Systems – GIS: real-time GIS data collection and maintenance, GPS/GIS field mapping and mobile computing, map and data exchange, publishing database content on the web, disaster data management, data selection and exchange;
b) Training tools (forest fire simulator, medical module simulator, industrial simulator) and operative tools (body sensor networks and protective hoods);
c) Learn how to be provided with timely and high quality products derived from Space Observation for use in the response phase EU scientific programme (GMES and satellite imagery);
d) Visit to the Operational Centre: implementation of new technologies.

5. Methodology and structure

The workshop will include theoretical modules and practical demonstrations. This will allow participants to transpose these new technologies to operational needs and constraints.

6. Practical information


Venue
The training workshop will take place in Marseille (France), with the kind support of the Ministry of Interior, Direction de la Sécurité Civile française. All detailed information about the event logistics will be disseminated among the selected participants in the following days.

Travel and local transportation

The PPRD South arranges travel for all participants in the training workshop. Arrival point is Marseille - Marignane Airport.
Following the rules for reimbursement by the European Commission of expenses incurred in the framework of the PPRD South, all participants are kindly requested to take care of all their boarding cards and to return them to the PPRD South upon their arrival at the venue of the training workshop. Local transportation of all participants from/to Marseille - Marignane Airport is arranged by the Direction de la Sécurité Civile - Ministère de l’Intérieur, de l’Outre-mer et des Collectivités Territoriales.

Accommodation and meals

The cost of accommodation and meals (i.e. breakfast, lunch, dinner and coffee breaks) will be covered by the PPRD South starting from the dinner of 29 May 2011. All extras (mini-bar, telephone, laundry service, pay TV, etc.) are in charge of participants.

Copy of relevant training workshop documentation will be provided to all participants.

Target Audience

This training workshop is targeted to senior officers from the Partner Countries Civil Protection or Civil Defense Authorities (2 per each country) according to the following criteria:

- Candidates shall be currently responsible, with decision-making responsibilities at national
level, of the emergency Operations or Training with the aim to collect and exchange
information on main needs and constraints relevant to the possible implementation of the
presented new technologies within their operational chain;
- This training workshop intends to be highly interactive and to be based on a participatory
approach by all attendants. Thus, candidate participants shall have good working knowledge of English and/or French (simultaneous interpretation into English, French and Arabic will be arranged only during the preparatory theoretical sessions);
- The PPRD South encourages all the Partner Countries to favour the participation of women
in the Programme’s activities
