A declaration in which the Council of the Baltic Sea States: (i) encourages efforts to apply a full-cycle disaster management approach to disaster prevention, preparedness, response and recovery; (ii) notes international initiatives and commitments on disaster risk reduction such as the United Nations Hyogo Framework for Action 2005–2015 and welcomes awareness raising initiatives to strengthen overall societal resilience to disaster risks; (iii) recommends to establish macro-region-wide initiatives to involve the private sector, the media and the public in Disaster Risk Reduction (DRR) processes and to further strengthen DRR capacity in coping with complex emergencies; (iv) encourages application of a gender-specific approach in full-cycle disaster management recognizing the significance of gender specific needs and capabilities in DRR; among other reviews and recommendations on the implementation of the Vilnius Declaration on A Vision for the Baltic Sea Region by 2020.
