European Commission communication: the post-2015 Hyogo Framework for Action - managing risks to achieve resilience

Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committe and the Committee of the Regions:

This Communication is an opportunity to present existing key EU achievements in the area of disaster risk management within the Union internal policies (civil protection, climate change adaptation, environment, research, security etc.) and external action (resilience agenda integrated in the EU humanitarian aid and development cooperation policy). Based on the experience in the EU on implementation of the HFA, the European Commission plans to work with Member States in order to develop an EU position to help shape an ambitious revision to the Hyogo Framework for Action, building also on the achievements on the EU in this area. The Communication relates to existing initiatives in the field of EU disaster risk management policy. The initiative is also closely linked to other parallel international process where the Union is playing an active role, in particular the overarching post-2015 agenda (SDGs/MDGs) and the international agreement on climate change to be adopted in 2015.
