Taiwan (China): Disaster prevention and response act

This Act ensures the development and improvement of a disaster prevention and response system that functions to protect the population, properties, and the homeland. It delegates regulating authority to various agencies depending on the type of disaster, and also establishes a National Disaster Prevention and Response Council, which is correspondingly comprised of various commissions and new job roles. It also creates municipial and county/city versions of the Prevenion and Response Council, which deal with local disaster issues. 

The Act also identifies three types of disaster plans: the basic plan, operation plan, and regional plan, and elaborates on the working items for achieving the goal of prevention and reduction. Governments of each level and civil utilities are assigned duties, and the Act also contains several penal clauses in case of offence, non-compliance, or other transgressions.
